대학기관연구조직 해외사례 분석

국문 초록

본 연구는 해외의 대학기관연구 조직의 운영 사례들로부터 국내 대학기관연구 조직에 적용 가능한 요소들을 도출하고자 함에 목적을 둔다. 대학기관연구 조직에 관한 연구는 미국에서 그 역사가 길고, 전 세계적 대학기관연구 조직 커뮤니티를 통해 그간의 시행착오를 겪으며 축적된 다양한 조직 운영의 노하우가 있기에, 해외의 대학기관연구 조직을 중심으로 사례연구 방법을 적용하여 조직설계 차원의 다양한 요소들을 파악해 보고자 하였다. 결과적으로, 대학기관연구 조직의 구성 측면을 살펴본 결과, 대학기관연구 조직의 명칭을 통해 중점을 두는 바를 강조하고 있고, 대체로 주요 의사결정권자 직속 조직으로 두어 학내 핵심조직으로 자리 잡고 있었으며, 인원 구성 측면과 팀 구성 측면에 있어서는 기관별로 차이를 보였다. 대학기관연구 조직의 주요 업무들은 설문조사, 분석컨설팅, 요청분석, 데이터거버넌스 운영이 공통적으로 나타났고, 일부는 특정 협의회업무, 학교순위관리 업무를 포함하였다. 국내 대학기관연구 조직을 신규로 구성하거나 재구성할 시, 해당 대학이 추구하는 목적을 염두에 둔 대학기관연구 조직의 비전 수립, 중점 추진 분야에 다수의 인력을 배치하거나 기존 인력에 대한 재교육 및 고용안정의 중요성, 데이터 공유, 학내 공감대 형성, 요청분석 업무의 공식화 절차 마련 등을 제언하였다.

영문 초록

The purpose of this study is to derive elements applicable to domestic university institutional research. This study attempted to identify various elements of organizational design by applying case study methods centered on overseas university institutional research organizations. As a result, in terms of the composition of university institutional research, the emphasis was placed on the name of the university institutional research organization, which was generally positioned as a core organization within the school by placing it directly under the control of major decision-makers, and there were differences between institutions in terms of personnel composition and team composition. The main tasks of university institutional research were survey, analysis consulting, request analysis, and data governance operation. When forming or reorganizing a new domestic university institutional research organization, it was suggested to establish a vision for the institutional research of the university with the purpose pursued by the university in mind, to deploy a large number of personnel in the areas of focus promotion, the importance of re-education and employment stability for existing personnel, data sharing, formation of consensus within the university, and to prepare a formalization procedure for request analysis work.
