지역 평생학습 촉진을 위한 대학 평생교육의 기능과 역할 제고 방안

국문 초록

평생학습의 중요성이 부각됨에 따라 대학 평생교육의 역할이 중요한 과제로 부각되고 있다. 우리 사회가 평생고용에서 평생직업체제로 급변하고 있고, 주 5일 근무제가 정착되면서 여가 시간을 활용한 성인들의 평생학습은 더욱 활발해질 전망이다. 대학도 이러한 시대적 요청에 부응하여 성인들의 평생학습권을 보장할 수 있도록 변화해야 한다. 고등교육의 기회는 원하는 모든 사람들에게 주어져야 한다. 우리나라의 경우 성인 연령층의 중등교육 이수 비율이 현저히 낮음에도 불구하고 성인을 위한 대학의 평생학습 시스템 구축은 아직 미흡한 실정이다. 현재 대학 평생교육원에서 운영하고 있는 학위와 자격 취득 프로그램으로는 학점은행제, 독학학위제, 보육교사양성과정 등이 있으며, 능력개발을 위한 평생교육 프로그램으로는 시간제 등록과정과 국가 및 지역 공공단체, 산업체 위탁 지원 과정 등이 있다. 이렇게 다양한 프로그램을 운영하고 있음에도 대개의 평생교육원은 지역 특성과 주민의 요구를 반영한 프로그램이 부족하고 상업적인 성인학습 프로그램을 운영하기도 한다. 이러한 문제점을 극복하기 위하여 대학은 지방자치단체와 적극적 연계를 이루어야 하며 지역 내 기업 취업을 위한 단기직업교육과정․직무능력 향상 프로그램을 개발할 필요가 있다. 또한 시대에 발맞추어 사이버 교육프로그램과 주말프로그램을 운영해야 한다. 이러한 대학의 변화는 평생학습 사회 실현을 위한 대학의 책무라 하겠다.

영문 초록

People s desire for learning is gushing out. Hiring system in our society changed the lifelong-employment system into the lifelong-career system throughout the economic situation managed by the IMF, so that necessity of worker s self-development came to the front. In addition, adult s continuing study will be more active during their spare time according as a five day-working system is going to root in the future. Therefore colleges should change as well, so that they have to be able to guarantee adult s right for lifelong learning to meet the needs of the times. Colleges of today are pursuing economic model directing universality greeting the times of global knowledge-based economy. Therefore the opportunity of higher education ought to be given to all people who want it. In such advanced countries as U.S.A. and U.K, the rate to participate in higher education of irregular adult students already increased. In the case of our country, however, establishing college lifelong education system is still insufficient although the rate of completing secondary education is remarkably low in an adult group. Nevertheless, colleges should guarantee opportunities of lifelong learning for adults in local community in order to fulfill their duty, that is, public service and academic research. The college lifelong education history in our country started from public service for farm villages in the 1950 s. Then the Law on Social Education was enacted and the first lifelong learning center(hereafter LLC) to college was appeared in 1982. Nowadays, Allmost colleges & univsrsities have LLC. Programs for obtaining degree running in LLC are credit bank system, bachelor s degree exam for self-education, and curriculum for training nursery teacher. Moreover, there are curriculum through part-time enrollment, curriculum for national, local public body and curriculum for industry body as lifelong programs which is not for obtaining degree. Although various programs like these are being operated, usual LLC lack of programs reflecting local characters and residents needs. In addition, they are also operating commercial adult learning programs in order to overcome financial difficulties. To improve these situations, colleges should connect with local self-governing bodies positively, and recognize the results of study by credit bank system, and develop short term occupational curriculum ․ program for improving business ability in order to get a job in local businesses. Moreover, they have to operate a cyber education system and weekend programs. These changes of colleges are responsibility for realizing lifelong learning society.
