민관협치를 통한 호국보훈정책 제고 방안

국문 초록

본 연구의 목적은 한국보훈정책을 둘러싼 문제점을 분석하고 민관협치를 통해 호국보훈 의식을 제고시킬 수 있는 방안을 모색해 보는데 있다. 실질적으로 호국보훈관련 거버넌스가 작동되기 위해서는 민관협치를 구성하는 필수적인 요소 법률/조례, 거번너스위원회, 행정협의회, 민간파트너, 광역-기초 민관협력 시스템 구축, 중장기계획 등이 마련되어야 한다. 보훈정책과 관련해서는 정부와 지자체의 체계적인 정책 추진을 위한 시스템이 취약하고 국가유공자의 명예로운 삶을 보장할 국가적 지원이 부족하고, 보훈외교를 위한 좋은 사례가 많음에도 불구하고 조직적 보훈외교 미흡하다. 이러한 문제의식을 갖고 민관협치의 분석을 통해 호국보훈의 의식을 제고시킬 수 있는 방안을 모색해 본 것이다. 첫째, 민관협치에서 호국보훈의식을 제고시키기 위한 전제조건으로 정책결정자의 협치 리더십, 정책참여 기반구축을 위한 사회자본 형성, 정책결정과정의 개방성과 수용성, 국가보훈처의 역할 전환 등이 있어야 한다. 둘째, 민관협치의 시스템 정비이다. 법·조례 제정, 거버넌스위원회/행정협의회 설치, 민간파트너십 구축, 중간지원기관을 조직, 민관협력 시스템 구축 등을 마련해야 한다. 셋째, 민관협치 기반 확충을 위한 보훈처 공무원의 역량 강화이다. 거버넌스 구축과정에서 의사결정 및 활동 과정에 참여하는 행정의 역량과 혁신적인 정책의 영향력을 강화하고 이를 통해 거번너스의 총체적 역량도 강화되는 발전적 과정이다. 넷째, 민관협치 기반 확충을 위한 민간단체 역량 강화이다. 국민의 자발적 참여를 유도할 수 있는 민간단체가 필요하다. 정책네트워크를 바탕으로 안보, 보훈 관련 교육을 지속적으로 해나가야 할 것이다.

영문 초록

The purpose of this study is to analyze the problems surrounding the Korean veterans policy and to find ways to enhance the consciousness of patriotism through public-private agreements. The importance of national patriotism can not be overstated. However, due to lack of value recognition, national efforts, and voluntary participation of the people, our veteran level is absolutely insufficient to protect the heroes who defended the country and to inspire patriotism and voluntary national patience of the people. Regarding the veterinary policy, the system for systematic policy implementation of the central government and the local government is weak. Despite the lack of national support to guarantee the honorable life of the country s benefactors, and good examples for the veteran diplomacy, the systematic diplomacy of the patriarch is insufficient. The lack of financial and operational capacity of veterinary organizations and private organizations maintains a subordinate relationship of government dependence, acting in accordance with the control and direction of the Veterans Administration, rather than playing an active role in the enforcement process. The establishment of bilateral cooperation between the private and public sectors is not also sufficient. Therefore, this study seeks to find ways to enhance consciousness of the patriotic patriot through the analysis of the public-private partnership with this problem consciousness As a prerequisite for enhancing the awareness of patriotism in public-private partnership, there should be cooperative leadership of policy makers, formation of social capital to build a base for policy participation, openness and acceptability of policy making process, and the role of the Ministry of Patriots and Veterans Affairs.
