박물관 특별전 활성화를 위한 제도적 틀로서의 정부지불보증제도 (Government Indemnity)에 대한 고찰

국문 초록

정부지불보증제도(government indemnity)란 박물관 등이 특별전을 개최할 때 소요되는 유물대여에 따른 보험가입부담을 덜어주기 위하여 정부가 사고발생시 보험평가액을 지불해주겠다고 보증해 주는 제도이다. 현재 미국, 영국, 카나다, 뉴질랜드 등에서 시행하고 있다. 우리나라의 경우 대체로 박물관의 특별전 예산은 아주 열악한 편이다. 우리나라 대학박물관의 경우 한해 특별 전예산은 500만원에서 2500만원에 이르는데 유물에 대한 보험가입료는 특별전의 규모나 전시유물의 내용에 따라 다르나 약500만원에 이른다. 따라서 대학박물관의 특별전예산규모에 비하여 유물대여에 따른 보험가입부담은 무시할 수 없을 정도로 큰 편이다. 따라서 박물관 특별전의 실질적 활성화를 위하여 정부지불보증제도를 빠른 시일 내에 도입하여야한다. 정부지불보증제의 운영방식은 우리나라의 실정에 맞게 적절하게 조정하면 될 것이다.

영문 초록

Government indemnity is a governmental scheme to enable various exhibitions to be indemnified in order to facilitate the public s access to them as well as to boost museums s diverse exhibitions. So museums as an exhibition organizer can save considerable part of insurance expenses incurred during exhibitions. At the moment government indemnity scheme has been adopted and practiced successfully in USA, UK, Canada, New Zealand and so on. This article is designed to examine foreign examples of the government indemnity scheme to boost various special exhibitions in Korea and this thesis has reviewed not only difficult financial situations of university museums but also the necessity to introduce the government indemnity scheme to Korea. In Korea most museums suffer from severe shortages of exhibition budgets. Instead they must join commercial insurance for the loan objects when organizing special exhibitions, which is a great financial burden. So in order to boost museum exhibitions or in order to facilitate public access to good exhibitions, it has been emphasized in this article that the government indemnity scheme must be introduced urgently in the near future.
