일본의 시간강사 제도 운영에 관한 고찰

국문 초록

본 연구는 한국에서 대학 시간강사들의 처우개선을 위한 기초 작업으로, 일본의 비상근강사 제도 운영에 대하여 살펴보는 것을 목적으로 한다. 이를 위하여 일본의 대학 교원제도를 개관해 보고, 이어서 대학 교원의 법적 지위와 시간강사의 신분과 처우에 대하여 살펴보고자 한다. 본 연구를 통해 얻어진 결론은 다음과 같다. 첫째, 일본의 비상근강사의 대학 수업 담당 비율은 대략 50% 이상으로 비정규직 고용비율보다 더 높다. 이는 시간강사 문제가 단순히 대학 내에서 일어나는 문제가 아니라 사회적으로 다루어야 하는 것임을 보여준다. 둘째, 시간강사의 법적 지위에 대하여 교육적 관점에서 살펴볼 필요가 있다. 전임교원이 아닌 비상근강사가 수업을 담당하는 논리에는 크게 ①비상근교원설과 ②수업위탁설, 그리고 ③ 파견설이 있다. 대학은 기업과 달리 단순히 비용절감을 위한 경영논리보다는 교육논리로 운영될 필요가 있다. 셋째, 비상근강사 문제는 학문 후속세대 양성뿐만 아니라 정규직과 비정규직에 대한 대학의 사회적 책임과도 관련된다. 따라서 시간강사들이 연구와 생활수준을 보장할 필요가 있다. 넷째, 일본의 경우 비상근강사는 전업 비상근강사가 60% 정도로 가장 많으며, 이 밖에도 비상근 겸직자(약 14%), 타대학전임자(약 12%), 상근겸직자(약9%), 연금수급자(약5%) 등 다양한데, 이들 서로 다른 입장에 맞는 대책이 요구된다.

영문 초록

The purpose of this study is to understand the part-time lecturing system in Japan as a foundation for an improvement of working condition for university part-time lecturers in Korea. I investigated the college faculty hierarchy and their legal status and treatments. The result is as follows; First, the university lectures are in charge of more than 50% of university classes which is higher than the contingent worker ratio in Japan. It means that the part-time lecture problem is not only to be treated in University but also to be treated in Society. Second, we have to think well the legal status of lecturers as educational perspectives. There are three logics which justifies the part-time lecturers over full-time lecturers; ① part-time colleague theory, ②entrusted lesson theory, and ③ dispatch lecturer theory. Thirdly, the problem of part-time lecturers are not only in cultivating the next generation scholars but also for the social responsibility of full-time and part-time workers in our society. So, the research and daily life of part-time lecturers has to be guaranteed too. Fourth, it needs to be specific measures for each part-time lecturers in different situations, especially for those who are 'full-time' part-time lecturers which counts for more than 50%. The others are ① works as an additional part-time jobs(about 14%), ② other university colleagues(about 12%), ③ works as an additional jobs(about 9%) ④ a pensioner(about 5%) etc.
