고등교육 기회의 수급격차와 개방형 고등교육의 팽창: 한국방송통신대학교의 교육기회 확대과정을 중심으로

국문 초록

한국 최초의 개방형 고등교육 기관인 한국방송통신대학교의 교육기회 확대과정을 미진학 인구동태의 관점에서 분석하였다. 방송대 취학인구의 절대적 규모와 그 변화추이는 해당 시기 고등교육 기회의 수급격차에서 발생된 미진학 인구 동태의 영향을 직접적으로 받아왔다. 미진 학 인구동태의 시계열 변화 추이에 따라 방송대 입학지원자의 시계열이 거의 동일한 기울기로 일정한 시차를 두고 상응하였다. 1960년대 이후부터 1990년대 초반까지 중등교육 인구가 급증 하였으나 고등교육 기회는 그에 상응하여 팽창하지 못하였다. 이러한 모순적인 교육상황에서 방송대가 설립되어 한국 최대 대학으로 융성할 수 있었다. 한편, 1990년대 이후 중등교육 인구 의 감소와 고등교육 보편화 등 외부 교육환경 변화에 따라 방송대 취학인구의 양적, 질적 구 성에 큰 변화가 초래되었다. 1993년 이후 고등교육기회의 수급격차가 해소되면서 방송대 신입 학 지원자가 급감하였다. 그런 한편, 전문대학의 교육기회가 급격하게 팽창하자 이에 상응하여 방송대 편입학 지원자가 급증하게 되었다. 개교 이래 방송대 양적 성장과정은 외부의 중등, 고 등교육 팽창 상황과 매우 긴밀하게 연계되어 왔다. 결론적으로, 중등교육과 고등교육의 불균등 팽창 사이에서 발생한 미진학 인구동태의 교육열이 한국 최초 개방형 고등교육기관을 등장시 키고 발달시킨 사회적 힘이다.

영문 초록

The present study investigated how Korea National Open University (Hereinafter referred to as “KNOU”) could be developed and shaped into Korea’s most represented open university from a mere solution to a social problem with students who failed university entrance exam in the past. To answer this question, the study focused on the driving force behind the KNOU growth along with the concept of projected student population in the Korean higher education. In 1972, the Korean government established ‘Air and Correspondence College’ as a two-year junior college, annexed to Seoul National University to accommodate the student population that failed the university entrance exam. Nevertheless, the majority of the KNOU student population has been, in fact, made up of part-time adult students. And since the growth of KNOU has been so rapid, there is no educational institution in the world with which KNOU can be compared. Throughout its history, KNOU has adopted open admission policies and distance teaching methods to provide higher education to the general public who did not have educational opportunities due to their economic or any other reasons. Moreover since the establishment, the number of students at KNOU has increased rapidly, and in the late 1980s when the number of registered students exceeded 200,000, it has become one of the 11 largest ‘Mega Universities’ in the world. In conclusion, under the unbalanced growth of higher education and secondary education from the 1960’s to 1990's, the educational aspiration of Koreans has been the driving force behind the KNOU growth.
