대학서열체계의 공고화와 지역간 불균등발전

국문 초록

이 연구는 대학서열체계의 형성 및 공고화과정을 지역간 불균등 발전과 관련지어 살펴본 것으로, 분석의 결과는 다음과 같다. 첫째, 대학의 서열체계는 서울과 지방, 지방과 지방의 분화로 형성되고 있으며, 지방간에는 경상도, 충청도, 전라도, 강원도 등의 순으로 이루어지고 있다. 둘째, 대학의 서열체계의 형성 및 공고화과정은 지역의 경제발전수준과 밀접히 관련되어 있다. 셋째, 한국 대학의 서열체계는 입학자원의 감소 및 지역간 불균등 발전이 점차 심화되어 감에 때라 향후 훨씬 고착화될 것이다. 특히 경제발전과정에서 충청도의 비중이 점차 확대되고 있으며 상대적으로 전라도의 비중이 감소되고 있음을 고려할 때 전라도지역 대학들의 쇠락이 예측된다. 결국, 대학의 서열체계는 교육내적 요인이 아닌 외부적 요인, 즉 입시의 국가관리 및 수도권 대학 신 · 증설 억제정책, 수도권 편중 개발정책, 그리고 지역간 불균등 발전정책 등에 의해 형성됨으로써 대학간의 경쟁에 의한 서열체계의 유동화가 불가능하도록 구조화되어 있었다는 점에서 문제를 찾을 수 있다. 따라서 지방대학이 당면하고 있는 위기나 입시경쟁의 해소를 위한 방안은 이러한 요인들 뿐만 아니라 교육내적 요인도 고려하여 논의되어야 할 필요가 있다.

영문 초록

This study claims that the rank of a university in the public perception of South Korea is determined to a great extent by the economic development of the region in which it is located rather than by its educational performance. The findings of the study include the points that follow. (1) The universities in the nation's capital region are generally ranked higher than those elsewhere. Of the latter, those in the Kyungsang region are, again generally, higher than those in the Chungchong region, which in turn are higher than those in the Cholla region. (2) The reason for this is largely the state policies of concentrating resources on to strategically important industries and regions -- the nation's capital and the Kyungsang region in particular. As scarce resources were absorbed by those regions, so too were the migrating population seeking economic opportunity. The state then introduced policies to curb the concentration of population especially in the capital city area, including one to limit universities' student quotas. In effect, admission to those universities became harder and their prestige enhanced. Now that the capital city has expanded to the surrounding Kyonggi Province and well into the Chungchong region, the latter gets increasingly prosperous. No wonder, the ranks of Chungchong universities improve. To a minor degree, similar phenomena are observable also in the Kyungsang region. (3) In the study conclusion, policies to address the problems related to fixed rankings of universities should not be literally 'educational.' They should be comprehensive enough to include policies to secure equality -- or equity -- in economic development and welfare for disadvantaged regions.
