공교육의 문제와 그 대안에 대한 서구교육이론의 한국적 타당성 고찰

국문 초록

20세기 후반 이후 공교육의 재구조화가 서구 선진국을 중심으로 일어나기 시작했고, 최근 한국에서도 공교육에 대한 위기론이 대두되면서 공교육의 재구조화가 모색되고 있다. 이러한 시점에서 본 연구에서는 서구의 공교육에 대한 비판적 이론들이 한국 공교육의 문제를 분석하는데 얼마나 타당하며, 한국 공교육의 대안 모색에 주는 시사점이 무엇인지를 고찰하였다. 본 연구의 결과, 서구 공교육에 대한 비판적 이론들은 한국 공교육의 문제와 대안을 논의하는데 있어 타당성이 높은 것으로 나타났다. 그 이론들을 통해서 분석해 본 한국공교육의 문제는 관료적 통제로 인한 교육의 획일주의 · 권위주의 · 경직성, 그리고 학교교육의 재생산 기능과 교육의 수단적 기능(입시와 취업) 등으로 나타났다. 하지만 그 이론들의 특정한 주장들은(예컨대, 경쟁을 통한 교육의 질 향상, 포스트모더니즘의 공교육 해체 등)은 한국교육의 대안으로서 적절하지 못한 것으로 나타났다. 본 연구에서는 한국 공교육의 관료적 문제를 해결하고 교육의 재생산기능과 교육의 수단적 기능을 탈피하기 위해 기존 공교육의 제도적 틀을 재구성할 것을 제안하였다. 공교육 재구성의 틀은 공교육의 해체가 아닌 비판적 계승을 주장하는 형태의 포스트모더니즘에 의거하는 것이 적합함을 제시하였다.

영문 초록

Since the mid-20th century, the problems of public education and its alternatives has been discussed in Western educational theories. Recently in Korea, the restructuring of public education has been the main topic in the discourses of educational reforms. In this study I attempted to analyze the validity of Western educational theories applied to public education in Korea. Specifically, I tried to analyze the problems of Korean public education and suggest some alternative ideas on public education in Korea. The results of this study showed that the Western educational theories were highly valid in analyzing the educational problems and alternatives in Korea. But the ideas of the some theories (for example, the improvement of quality of education through the mechanism of competition, the de-construction of public education) lacked the validity as alternative ideas in Korea. The problems of public education in Korea were bureaucratic authoritarianism and rigidity, as well as reproductive function and instrumental function of schooling. Therefore, the system of existing public education should be reorganized in a way to solve the hierarchical problems and to ‘deconstruct’ reproductive and instrumental function of education. In this case, the frame of its reorganization should be not 'deconstructive' but critically successive. In doing so, Korean public education could achieve public goals of education at public sector in civil society.
