학부모의 학교 선택 수요 분석

국문 초록

학교선택제 확대에 대한 논란이 점증하고 있는 상황에서 선행되어야 할 것은 실제 학교선택을 행사하는 주체인 학부모의 학교선택 수요를 더욱 면밀하게 검토하는 작업이다. 이 연구에서는 학부모의 학교선택 수요가 어느 정도로, 어떠한 양상으로 나타나는지를 탐구하고자 하였다. 서울시의 중학교 3학년 학부모 500명을 대상으로 학부모는 어느 정도로 고등학교선택을 희망하며, 어떠한 유형의 고등학교를 선택하고자 하는지, 학교선택 수요는 학부모의 배경별로 차이가 있는지를 분석하였다. 학부모들은 한편으로 강제 배정 원칙을 적용하는 고교평준화제도를 지지하면서도 다른 한편으로는 학생 · 학부모가 희망하는 학교를 선택할 수 있는 학교선택제를 그 이상으로 지지하고 있는 것으로 나타났다. 공동학군의 선지원 · 후추첨제, 특목고 등 현재 실시되고 있는 학교선택제에 대해서도 현상유지나 확대하자는 의견이 다수를 차지하고 있었다. 학교 선택 기회가 주어졌을 때 선택할 의사가 있는 학부모는 91.7%에 달하였으며, 선택할 의사는 부모의 학력과 직업지위에 관계없이 높은 것으로 나타났다. 그러나 높은 교육비에도 불구하고 선택할 의사는 자녀의 성적이 높을수록, 부모의 학력, 직업지위, 수입 등 계층배경이 높을수록 강한 것으로 나타났다. 학부모가 선호하는 교육과정은 '입시준비가 충실한 교육과정', '개인차를 고려한 교육과정', '인성교육을 강조하는 교육과정', '특정 직업분야를 강조하는 교육과정', '특정 과목을 심화시키는 교육과정', '국제적 시민으로서의 장점을 함양시키는 교육과정', '종교교육을 강조하는 교육과정' 순으로 많이 응답하였다. 이와 같은 분석 결과는 교육프로그램을 다양화하고 학부모들의 학교선택 범위를 확대시키려는 정책을 뒷받침할 수 있는 하나의 근거 자료를 제공해 준다. 그러나 학교선택이 사회계층별 교육기회 불평들을 촉진할 가능성이 있으므로 학교선택제를 확대할 대 교육취약집단을 위한 장학금제도 및 정원할당제 등 부모의 계층 영향으로 인한 교육 불평등을 완화시킬 수 있는 제도를 마련할 필요가 있다.

영문 초록

The purpose of this study was to examine the way parents looked at school choice in an attempt to find out how much they hoped to choose a specific school for their children, what type of school was preferred and what difference existed in the pattern of choice among parents with different socioeconomic backgrounds. The subjects in this study were 500 parents whose children were in their third year at four coed schools in Seoul. First, 76.1 percent hoped to introduce the system of school choice, and 10.5 percent didn't. A majority of parents wanted to maintain status quo or expand the current school choice system such as the operation of common school districts, special purpose high schools, specialized high schools, and independent private high schools. Second, 91.7% of respondents showed a strong willingness to choose a particular school for their children when they are given the opportunity to choose. Those parents who were more willing to choose a particular school, though it asks for larger educational expenses, included the parents who had children with better grades or had higher academic background and the fathers with a higher position at work. A majority of parents also showed strong expectations for their children's admission into a special purpose high school, a specialized high school or an independent private high school. Third, the curricula and the rate of college admission were considered most important in school choice. The most widely preferred type of curriculum was that emphasizing preparation for college entrance, considering individual differences, character building, career education, particular subjects, international citizenships and religious education in the descending order. These findings provide data for supporting the policy of diversifying educational programs and giving a wider choice for parents and students.
