공교육 이념과 기능의 효용성 및 시대적 적합성에 대한 일 고찰

국문 초록

최근 전세계적으로 확산되고 있는 학교교육의 위기와 관련하여 산업사회로부터 지식기반사 회로의 문명사적 전환기에서 공교육이 효용성을 상실해 가고 있다는 논의가 전개되고 있다. 이 글에서는 이와 같은 논의를 배경으로 하여 공교육 이념과 기능의 효용성 및 시대적 적합성을 검토하였다. 공교육 이념과 기능은 지식기반사회에서도 여전히 유효하며 학교교육이 위기에 직 면하게 된 것은 공교육제도가 공교육이 추구하는 이념과 기능을 충실히 실현?수행하지 못하 거나, 공교육의 이념과 기능의 세부적 내용이 현대 사회에서 적합성을 상실해가고 있거나, 공 교육 이념과 기능의 실현?수행 맥락과 환경의 변화에 따라 실현?수행 방식이 변화해야 함에 도 불구하고 기존의 방식을 고수하고 있기 때문이다. 따라서 공교육의 효용성을 부정하기보다 한편에서는 공교육 이념과 기능의 충실한 실현?수행을 추구해야 하며, 다른 한편에서는 공교 육 이념과 기능의 세부적 내용 및 그 실현?수행 방식의 시대적 적합성을 높여야 한다. 공교육 의 이념과 기능상의 이와 같은 문제는 교육에 대한 국가 역할의 재정립을 요구한다. 국가는 교 육을 관료적으로 통제하기보다 교육을 지원하고 시민사회에 권한 이양된 공교육이 부정적 결 과를 초래하지 않도록 정책적, 제도적 대안을 마련하는 것을 주요 역할과 책임으로 해야 한다. 이와 같은 논의를 전개하기 위하여 먼저 공교육의 개념을 검토하고, 근대산업사회의 도래와 함 께 공교육제도가 출현하게 된 배경과 관련하여 공교육제도가 추구하고 수행해 왔던 기본 이념 및 사회적 기능을 살펴보았다. 이어 지식기반사회로 특징지어지는 현대사회에서 그 이념과 기 능의 시대적 적합성을 검토하고, 공교육 이념과 기능의 시대적 적합성을 높이기 위해 요구되는 이념과 기능의 재조정 방향을 제시하였다.

영문 초록

Recently, as school failure or crisis is becoming a worldwide phenomenon, it is argued that public education is losing its efficacy at the turn of the history of civilization from the industrial society to the knowledge-based society. In the relation to this argument, this paper examines the efficacy of the fundamental ideas and social functions of the public education system and their relevance to the present times. The ideas and functions of public education are still valid. The school failure or crisis may be because it can not fulfill its ideas and functions any more; because the specific contents of the ideas and functions are losing the relevance to the times; and because the system adheres to the traditional way of fulfilling the ideas and functions even if it has to change the way of fulfilling them in accordance with the change in the context and environment of the fulfilling. Therefore, rather than denying the efficacy of public education, we should make an effort to realize the ideas and perform the functions fully on the one hand, and to raise their relevance to the present times on the other. Over the past two centuries, the public education system is expected to fulfill the ideas and functions of educational equality, social integration, and development and provision of industrial manpower. Through the adjustment, the ideas and functions of public education should enhance their relevance to the present times. First, the perspective on the equality of education based on ability should be changed from the perspective based on the view of the uniform and vertical type of ability to that based on the view of the plural and horizontal types of abilities. Second, the policy emphasis of educational equalization should be transferred from the equalization of educational opportunity and conditions to the equalization of the educational outcomes.
