국문 초록

선전은 흔히 권위주의적 정부나 독점 언론, 악한 선전자나 무력한 국민과 같은 조건이 있을 때에만 가능한 것으로 여겨진다. 그래서 정보소통기술의 비약적인 발전으로 선전의 문제는 상당부분 해소되었거나 곧 해소될 것으로 기대하는 경우가 많다. 그러나 주위를 둘러보면 정보소통기술을 통해 쏟아지는 엄청난 양의 정보와 쌍방향 의사소통에도 불구하고 선전이 영향력이 크게 줄어든 것 같지 않다. 그 이유는 무엇인가? 본 연구에서는 정보소통기술이 기대와는 달리 선전을 극복하는데 실패했으며, 오히려 그 기술이 선전의 환경을 다른 방식으로 만들어 내고 있음을 밝힐 것이다. 이러한 관찰과 분석은 기술철학에서 꾸준히 논의되어 온 기술의 민주화 이론이 좀 더 확장되어야 한다는 주장으로 이어진다. 다시 말해서, 기술과 민주주의의 관계는 기술이 민주주의를 견인한다거나 민주적 절차로 기술을 관리할 수 있다는 단순한 도식으로 설명될 수 없다는 것이다. 정보소통기술 시대의 선전은 바람직한 기술의 발전과 민주주의의 진보는 기술 자체에 대한 명확한 이해와 민주주의에 대한 신념이 상호 보완적으로 작동해야만 가능하다는 점을 잘 보여준다.

영문 초록

Propaganda often is considered to be possible under conditions such as authoritarian government, monopolized media, malicious propagandists, or impotent people. This is the reason for the expectation that the extraordinary progress in information and communication technologies (ICT) will overcome the problem of propaganda, if they have not done it yet. Nevertheless, one does not see much evidence that the power of propaganda has diminished, in spite of the availability of vast information and possibility of interactive communication. Why is this the case? This research exposes that ICT has created a new environment for propaganda rather than overcoming it, which requires expanding the democratization of technology theories in philosophy of technology further. In other words, the relationship between technology and democracy cannot be explained by the simple idea that technology promotes democracy or the assumption that technology can be controlled by democratic decision making process. Propaganda in the era of ICT shows that the desirable progress of technology and democracy is possible only when a society is equipped with the clear understanding of the social impact of technology together with a firm commitment to the ideal of democracy.
