국립해양박물관의 건립과정과 전시ㆍ운영 기획에 관한 검토

국문 초록

내년5월12일 여수박람회 개막식에 맞춘 개관을 목표로 부산에 국립해양박물관을 짓는 공사가 진행되고 있다. 국립해양박물관은 누가 건립을 주도했고 어떤 과정을 거쳐 건립이 확정되었는가. 그것의 논리와 명분은 무엇이었는가. 기획단계에서 현재에 이르기 까지 어떠한 변화를 거쳤는가? 무엇을 어떻게 전시하여 해양을 표상하려고 하는가? 그것의 특징은 무엇이며, 여기에 넘어서야 할 문제는 없는가? 본 논문은 이러한 질문에 대한 답을 찾고자 했다. 국립해양박물관은 1980년대 이후 부산시가 건립에 앞장 섰고, 해양수산부가 국가기본계획 속에 국립해양박물관의 건립을 포함하면서 그것이 가시화되었다. 그러나 경제적 타당성과 지역도시 간 유치경쟁 때문에 늦어졌고, 시민들의 역할은 적었다. 국립으로 설립되어야 할 이유는 외국의 사례, 해양강국으로서의 한국, 해양유산 보존의 3가지 논리가 중심이었다. 그것이 부산에 설립되어야 할 이유는 해양산업의 중심지로서 부산, 지역문화 균형발전, 입지조건의 우수성 등이었다. 정부는 “세계최초의 종합 해양박물관”을 지향했지만, 전시의 종합주제 “나의 바다, 우리의 미래”는 2005년에 제정된 ‘바다헌장’의 생명, 풍요, 공생이라는 가치를 충분히 담지 못했다. 국립해양박물관의 기획과 전시설계는 전문가 중심으로 이루어져 시민들의 참여가 적었다. 박물관 개관의 준비와 운영에서 시민들의 능동적 참여를 끌어내는 것이 숙제이다.

영문 초록

Construction of National maritime museum is undergoing and will complete in May 12th2012 when Yeo-su Expo will be held. This paper try to answer following questions. Who did lead to establish museum and what kind of procedure did play in a role? What is main reason and justification for establishing museum? What is process and changing from beginning to present of this project. How can museum represent maritime feature thorough the exhibition? What is character of museum and problem that we must resolve? National maritime museum had been planned by Busan metropolitan city since in 1980’s and Ministry of affairs and Fisheries made museum visualize by announcing establishment under the national plan. The plan, however, had been delayed by an economical feasibility analysis and competiveness among other local government. The reason for being named as national museum is that foreign cases, powerful maritime country, preservation of maritime resources. The reason for being established in Busan is that hub of ocean industry, balanced national culture development, excellence of geographic location. Initially, government aim for making world’s first comprehensive maritime museum, but “My ocean, our future”, which is main theme of museum can hardly show the meaning of life, abundance, symbiosis designated in 2005. Planning national maritime museum is heavily dependent on professional group and lack of participation of citizen. Thus, we need to encourage citizen to participate in museum project during opening operations and preparations.
