미국 국가핵심음악기준의 분석적 고찰

국문 초록

국가 수준의 교육과정은 한 나라의 교육에 대한 전체적인 틀을 마련하기 때문에 교육에 미치는 영향이 매우 크다. 21세기에 들어 세계 각국들은 다변하는 사회에 적합한 교육과정을 만들기 위해 많은 노력을 기울이고 있는데, 최근 미국은 공통핵심기준의 도입에 이어 예술 교과에서도 국가 수준의 핵심예술기준을 개정, 발표하였다. 음악적 문해력 계발을 목적으로 하는 미국 국가핵심음악기준은 음악예술의 과정에 기초하여 내용영역을 나누어 주요기준과 수행기준을 제시하고, 성취기준방식으로 제시하고 있다. 또한 지속적 이해와 핵심질문을 강조하고 MCA라는 실제적인 평가도구를 제공하고 있다. 본 연구의 목적은 우리나라의 교육과정 개정작업이 한창 진행 중인 현 시점에서 최근 새롭게 개정된 미국의 음악교육과정을 분석적으로 고찰함으로써 우리나라 교육과정의 내실화를 위한 개선방향을 모색하고자 하는 음악교육 연구자들에게 기초자료를 제공하고 반성적 숙고에 도움을 주고자 하는데 있다. 여기서 논의한 내용은 우리나라의 음악교육과정이 단순히 미국의 음악기준을 따라야 한다는 것을 의미하는 것이 아니다. 다만 향후 내실 있는 음악교육과정을 개발하기 위해서 교육과정에 대한 시각이나 관점을 전환할 필요가 있다는 것이다. 진정 우리나라의 음악교육과정이 시대변화를 반영하기 위해서는 의지만 가지고 단번에 급격히 개정하기보다 충분한 시간을 가지고 다각도의 풍부한 연구와 노력이 선행되어야 할 것이다. 미래 사회가 요구하는 학습자의 핵심 능력을 규명하고 이를 계발할 수 있는 교육과정의 구조와 접근방식에 대해 심도 있는 연구가 이루어져야 할 것이다.

영문 초록

The influence of national curriculum is of importance since it provides the whole framework for education in a nation. In the twenty-first century, many countries in the world make efforts to develop the curriculum which is appropriate to the rapidly changing society. Recently, in the United States, the introduction of Common Core State Standards was followed by the revision of the National Standards for Arts Education. The objective of newly developed National Core Music Standards is the development of music literacy. The Standards emerge from the musical processes, which were creating, performing, responding, and connecting. Each process divided into anchor standards and performance standards. Performance standards are the grade-by-grade articulations of student achievement in Pre K-8 and the descriptions of proficiency levels (proficient, accomplished, and advanced) in high school. Also, it focuses on enduring understanding and essential questions, and provides the useful assessment tool called Model Cornerstone Assessments. The purpose of this study was to analyze the new National Core Music Standards and develop insights for the revision of Korean music curriculum. The discussion in this study does not mean that we should simply follow the new National Core Music Standards in the United States. Rather, it is necessary to change the perspective on curriculum for the quality of Korean music education. With substantial amount of period, abundant research endeavor would make it possible that music curriculum meet the demands of the times and truly reflect the societal change. We, music educators should identify 21 century skills necessary for future success through music learning and develop an effective and practical music curricula model that help students master the 21 century skills.
