The purpose of this study is to develop a teaching and learning program aimed at enhancing basic science inquiry skills with a focus on cloud observation and apply it to see how it affects science inquiry ability of the six graders of H Elementary School in Jeju City, Jeju Province. To test science inquiry ability, the items falling under the basic inquiry skills out of science inquiry ability testing questionnaires for senior graders of elementary school and junior high school students were used. Here are the results of the Test of Science Inquiry Skills (TSIS) that has applied the teaching and learning program aimed at enhancing basic inquiry ability of six graders of elementary school: First, it was found that the students who have applied the basic inquiry skill enhancement program showed better science inquiry ability than those who have not applied the proposed program. Second, it was found that the students who have applied the basic inquiry skill enhancement program showed better scientific inquiry skills including observation, classification, measurement and forecasting in the test for senior graders of elementary school. Third, the students who have applied the basic inquiry skill enhancement program showed better scientific inquiry skill including observation, classification and reasoning. The basic inquiry skill enhancement program developed, based on cloud observation, proved to be effective in enhancing science inquiry ability and science inquiry skills. This made it possible to enhance students science inquiry ability and science inquiry skills by developing and applying teaching and learning programs on various subjects. Moreover, it will affirmatively affect the students in making inquiry ability elements clear and recognizing inquiry ability elements they apply in conducting research on his or her own. Moreover, such activities as making inquiry ability elements clear and recognizing research ability elements that they apply in making a research on his or her own will have beneficial effects on the students in carrying out science study activities.
