국문 초록

웹보드 게임의 규제와 관련하여 해외 웹보드 게임의 규제 현황을 살펴보기 위하여 해외 웹보드 게임의 정의 및 주요 해외 웹보드 게임들이 어떤 특징을 가지고 있는지 분석하고자 한다. 국내 웹보드 게임은 사행성 게임, 소셜 카지노, 웹보드 게임(고·포류) 등으로 구분되고 있으나, 해외에서는 그 형태의 따라 겜블링 모사(Simulated Gambling) 게임과 스킬 게임(Skill Gaming)으로 구성되어 있는데, 두 가지 해외 웹보드 게임의 유형과 차이에 대해 알아본다. 다음으로, 두 가지 해외 웹보드 게임의 유형과 관련하여 대표 게임의 비교 분석을 통해 각 유형을 대표하는 게임이 어떤 특징들을 가지고 있는지에 대해 알아보고자 한다. 마지막으로. 중국과 유럽, 미국의 웹보드 게임 규제 현황을 비교 분석하여, 향후 국내 웹보드 게임의 규제 개선방향에 대해 제안해 보고자 한다.

영문 초록

This study aims to examine the regulatory status of overseas web board games by analyzing their definitions and the characteristics of major overseas web board games in the context of web board game regulation. While domestic web board games are categorized into gambling games, social casinos, and web board games, overseas games are divided into Simulated Gambling games and Skill Gaming based on their nature. This study explores the two types of overseas web board games and their differences. Next, the study analyzes and compares representative games from each type to identify the unique features of games that represent these categories. Finally, it conducts a comparative analysis of the regulatory environments for web board games, including gambling and social casinos, in major regions such as Google Play Store and Apple Store, as well as China, Europe, and the United States. The study also aims to propose recommendations for improving domestic web board game regulations, enabling domestic web board game developers to expand into Simulated Gambling games and Skill Gaming similar to overseas developers. This regulatory improvement would also allow domestic web board game users to enjoy games in a more liberal environment.
