재난과 돌봄 생활 : 강원도 산불피해자들의 비공식적 자원과 거주지 선택에 주목하여

국문 초록

본 논문은 강원도 산불 재난 이전 평상시부터 노인 가구가 안고 있던 문제가 노인 가구의재난 이후의 생활에 미친 영향을 중장기적인 관점에서 살펴보고자 하는 목적으로 작성되었다. 본 연구를 위해, 가구에 돌봄이나 도움이 필요한 노인이 있는 상황에서 산불 피해를 경험한 5 가구를 대상으로 실시한 질적 자료가 활용되었다. 연구 결과는 다음과 같다. 먼저 강원도 산불피해자들의 돌봄 생활은 직접적인 돌봄 관련 행동만으로 이루어지지 않았는데, 그 내용은 무엇보다 돌봄이 필요한 노인의 니즈 이외에도 다른 가구 구성원의 니즈가 있었다. 가족돌봄자는노인 돌봄과 다른 가족구성원 돌봄을 동시에 하는 이중 돌봄의 상황에 놓이게 되기도 했다. 또한 이동의 제약은 노인 가구의 삶을 제한하고 거주지 결정 등에 영향을 미치고 있었다. 그리고가족, 친족 등은 산불피해자들의 복구 과정에 도움을 주는 네트워크로서 중요한 기능이나 역할을 수행하였다. 다음으로 거주지 선택과 자원에 대한 접근성이 서로 긴밀하게 연결되어 있었는데, 그것은 돌봄이나 의료가 필요해질수록 더욱 두드러졌다. 다만 주거를 결정하는 사람들은단기적인 관점보다는 장기적인 관점에서 선택하고, 이들의 선택에는 지금까지의 삶 속에서 형성되어온 자원이 영향을 미치는 것으로 나타났다. 이번 연구는 앞으로 재난취약계층의 경험에대해서 보다 세부적이고 깊이 있는 이해가 필요하다는 점을 환기시켜 준다. 또한 재난취약계층의 삶의 재건을 위해서는 재난 이전 평상시와 재난 이후의 단절을 일으키지 않는 지원책이 마련될 필요가 있다는 점을 시사한다.

영문 초록

This paper was written to examine the mid/long-term impact of the problems that elderly households had even before the forest fire disaster in Gangwon-do on their lives after the disaster. For this study, qualitative data was used for 5 households that experienced forest fire damage in situations where there were elderly people in the household who needed care or assistance. The research results are as follows. First, the caregiving lives of the forest fire victims in Gangwon-do were not solely comprised of direct care-related activities; in addition to the needs of the elderly who needed care, there were also the needs of other household members. Family caregivers sometimes faced a situation of dual care in which they have to care both the elderly and other family members at the same time. Also, restrictions on movement were limiting the lives of elderly households and influencing their residential decisions. And family members and relatives were performing important functions and roles as a network to help forest fire victims in their recovery process. Next, residential choice and access to resources were closely linked, which became more evident as care and medical care became more necessary. However, when choosing residence, it is decided with a long-term perspective rather than considering only short-term impacts, and that choice is influenced by the resources that have been formed in life so far.
