국문 초록

평양민속공원의 건립과 해체는 김정일과 김정은 시기 북한의 문화유산 정책 변화의 중요한 사례이다. 관광을 활성화하고 민족적 자긍심을 고취하기 위해 계획된 이 공원은 김정은 시대에 애국주의 교육의 상징으로 자리 잡아 정권 안정화를 위한 수단으로 사용되었다. 그러나 2016년 그 해체는 단순한 정치적 이유뿐만 아니라, 북한의 문화 정책 변화와 이 공원이 지니고 있던 상징성과도 연관되어 있었다. 2019년 헌법 개정에서 “복고주의적 경향”을 반대하는 문구가 삭제되었지만, 평양민속공원에서는 이미 봉건 지배계급의 문화유산을 포함하고 있었다. 또한 이 공원은 남북한의 역사적·문화적 요소를 모두 포함하여 “김일성민족”이라는 서사 아래 한반도 전체의 역사를 통합하고자 하였다. 공원의 파괴는 복원 과정에서의 형식미와 완결성 결여 문제와 전문성 부족이 원인이었을 가능성도 제기될 수 있다. 또한, ‘평양시간’의 등장과 '우리국가제일주의' 제기 이후 본격화되고 있는 2국가론 2민족론 출현의 전조 현상으로의 관련성도 추측할 수 있게한다. 결국 평양민속공원의 사례는 정치적 필요에 따라 변모하는 북한의 문화유산 정책의 방향성을 보여주며, 애국주의 교육과 체제 안정화를 위한 도구로 민족유산이 지속적으로 활용되고 있음을 시사한다.

영문 초록

The construction and dismantling of Pyongyang Folk Park represent a significant example of the shifts in North Korea's cultural heritage policies under Kim Jong-il and Kim Jong-un. Originally planned to promote tourism and instill national pride, the park became a symbol of patriotic education during Kim Jong-un’s era, serving as a tool for regime stabilization. However, its dismantling in 2016 was not solely due to political reasons but was also linked to changes in North Korea's cultural policies and the symbolic nature the park held. Despite the removal of the phrase opposing “restorationist tendencies” in the 2019 constitutional amendments, Pyongyang Folk Park had already incorporated the cultural heritage of the feudal ruling class. Furthermore, the park included historical and cultural elements from both North and South Korea, aiming to integrate the entire Korean Peninsula's history under the narrative of the “Kim Il-sung nation”. The destruction of the park may also have been due to issues with its aesthetic and structural completeness during the restoration process, as well as a lack of expertise. Additionally, the introduction of “Pyongyang Time” and the emergence of the “Our State First” ideology, along with the rise of a two-nation, two-people concept, suggest a possible connection to the park's dismantling. Ultimately, the case of Pyongyang Folk Park illustrates how North Korea’s cultural heritage policies evolve to meet political needs, highlighting the continued use of heritage as a tool for patriotic education and regime stabilization.
