국문 초록

이 연구는 지방소멸을 방지하기 위한 해결책으로서 제시되고 있는 관광 정책 사업의 실효성을 확인하기 위해, 지방소멸대응기금이 인구감소지역의 관광 성과에 미치는 영향을 실증적으로 분석하였다. 관광 성과 측정 변수로 방문자수, 지역 내 관광 지출을 적용하였고, 연간 단위 자료를 수집하여 지방소멸대응기금 배분 시점부터 2년간 수혜 지역의 관광 성과를 분석하였다. 인구감소지역과 타 지역들의 특성 차이를 고려하여, 처리집단과 비교집단을 동질적인 집단으로 매칭한 후 성과의 순효과를 분석하는 방법인 성향점수매칭 이중차분법(PSM-DID)을 적용하였다. 이 분석 방법을 통해 선택 편의 문제를 최소화하고 기금 지원에 따른 관광 성과의 순효과 및 인과관계를 규명하였다. 분석 결과, 지방소멸대응기금 지원은 인구감소지역의 관광 성과에 유의미한 긍정적 영향을 미친 것으로 나타났으며, 기금 지원이 인구감소지역(처리집단)과 타 지역(비교집단) 간의 관광 성과 격차를 완화한 것으로 확인되었다. 또한, 기금 수혜 지역의 관광 성과는 사업 1년 차보다 2년 차에 더욱 뚜렷하게 나타났는데, 이는 관광 활성화를 위한 정책사업은 장기적으로 지속될 때 더욱 효과적임을 시사한다. 특히, 지원 2년 차에는 인구감소지역의 방문자 수와 관광 지출이 모두 유의미하게 증가하여, 지방소멸대응 기금 지원이 인구감소지역의 양적·질적 관광 성장을 촉진한 것으로 분석되었다. 이 연구는 관광 분야의 정책사업 분석을 위해 성향점수매칭 이중차분법을 적용하여 방법론적 기여를 하였으며, 인구감소지역의 관광 관련 정책 수립에 중요한 기초 자료로 활용될 수 있다.

영문 초록

This study empirically analyzes the impact of the local extinction response fund on tourism performance in depopulation regions, aiming to assess the effectiveness of tourism policy initiatives proposed as solutions to prevent regional depopulation. Tourism performance was assessed using variables such as the number of visitors and local tourism expenditures. Annual data were collected to analyze tourism outcomes in beneficiary regions over a two-year period beginning with the fund allocation. To account for differences in characteristics between depopulated areas and other regions, the Propensity Score Matching Difference-in-Differences (PSM-DID) method was applied. This approach matches treated and comparison groups into homogeneous sets, minimizing selection bias and identifying causal relationships to assess the net effect of the fund on tourism performance. The analysis reveals that support from the local extinction response fund significantly enhances tourism performance in depopulation regions, effectively narrowing the gap in tourism performance between these areas and others. Furthermore, tourism performance was found to be more pronounced in the second year than in the first, suggesting that policies aimed at revitalizing tourism are more effective when sustained over the long term. Methodologically, this study contributes to the field by applying the PSM-DID approach to analyze policy initiatives in the tourism sector and provides valuable foundational data for formulating tourism-related policies in depopulation regions.
