본 논문은 경합적 민주주의(agonistic democracy)의 규범적 기초에 대해 탐구한다. 우선, 샹탈 무페의 경합적 민주주의 및 좌파 포퓰리즘 이론을 합의 중심의 신칸트적 민주주의 이론과 비교한 뒤, 경합주의가 정치의 갈등적 차원에 주목함으로써 민주주의의 급진적이고도 역동적인 속성을 회복한다고 주장한다. 민주적인 헤게모니 경쟁은 모든 시민들에게서 권력추구를 위한 주장이 일상적으로 제기되도록 하며, 이는 인민주권 및 평등이라는 민주적 원칙의 회복으로 이어진다. 그러나 무페와 다른 경합주의자들은 민주적 실천에 있어서 충분한 규범적 기반을 제공하고 있지 못하다. 정치의 규범적인 실천을 그려내는 데에 무페의 이론이 전제하는 ‘우발성’은 지나치게 급진적임을 지적하며, 이러한 이론적 한계를 민주주의의 “인식론적 전회”를 수용함으로써 보완한다. 민주적 실천 안에서 진리 탐구 및 헤게모니 추구를 위한 경합을 연결하면서 추가적으로 레이너 포르스트와 린다 제릴리의 합리적, 정서적 이론을 검토하여 경합적 민주주의의 규범적 토대를 보강한다. 결론적으로, “인식론적 경합주의”는 핵심 민주주의 원칙으로서 상호 존중(mutual respect)의 도덕적 조건과 불확실성(uncertainty)이라는 인식론적 조건에 기초하며, 이는 민주주의를 포퓰리즘과 구별짓는 도덕적 기준임을 논증한다.

영문 초록

This paper examines normativity in agonistic democracy. Starting from Chantal Mouffe’s agonistic theory and left populism in comparison to the neo-Kantian consensual approach, I argue that agonism restores radical dynamics of democracy by attending to the conflictual nature of politics. The democratic practice of hegemonic confrontation normalizes power articulations posed from all citizens affected, and thereby rejuvenates a democratic principle of popular sovereignty and equality. But Mouffe and other agonists fall short of grounding a robust foundation for valid norms. I argue that Mouffe’s too radical character of ‘contingency’ prevents her from drawing a normative practice, and thus complement her deficit by accepting “the epistemic turn” in democracy. As aligning truth-tracking with hegemony-seeking struggles in democratic practices, I further strengthen the normative foundations with the rational and affective lenses of Rainer Forst and Linda Zerilli. I argue that the resulting “epistemic agonism” is predicated on the moral condition of mutual respect and the epistemological condition of uncertainty, a core democratic principle that eventually decouples democracy from populism.
