국문 초록

The ownership should be realized within a specific mode of production. Public ownership serves as the fundamental institutional basis for common prosperity, but it cannot be directly achieved and must rely on a certain mode of production to indirectly achieve common prosperity. Under the conditions of a socialist market economy, it is necessary to rely on public capital to fulfill its objectives. The positive role of public capital lies in its inherent attributes, which are the decisive force for the development of things.Public ownership-based special capital not only possesses the characteristics of general capital but also has distinct public properties compared to private capital. Driven by these dual attributes, public capital promotes full, balanced, and coordinated development of social productive forces, fair distribution of earnings, and solid advancement towards common prosperity. However, external conditions required for the internal attributes of public capital to play their role are limited, leading to inadequate and unbalanced development as well as widening income distribution gaps that affect the solid progression towards common prosperity. Therefore, establishing a perfect market system,an independent personalization and balanced assessment system for public capital is crucial in ensuring that the institutional advantages translate into real economic benefits promoting common prosperity.

영문 초록

所有制要在一定的生产方式中实现，公有制是共同富裕的根本制度基础，但不能直接实现而要依托一定生产方式间接实现共同富裕，在社会主义市场经济条件下，则要依托公有资本实现自身目的。公有资本的积极作用在于其内在属性，内因是事物发展的决定性力量。以公有制为基础的特殊资本公有资本不仅具有资本的一般性即增殖性，而且具有区别于私有资本的公有属性。在二重属性驱使下，公有资本推动社会生产力充分均衡协调发展、收益公平分配，扎实推进共同富裕。内因通过外因发生作用，公有资本内在属性发挥作用所需外部条件受限导致发展不充分不均衡、收入分配差距拉大，影响共同富裕扎实推进。为此，建立完善的市场体系、独立的公有资本人格化代表、均衡的考核体系是保证公有资本扎实推进共同富裕的制度优势转化为现实经济优势的关键。
