프랑스의 ‘상호문화주의’에 대한 소고

국문 초록

‘다문화’는 단순히 문화가 다양하다는 사실을 말하는 것이 아니라, 서로 다른 문화를 가진 사람들이 문화적 차이로 빚어질 수 있는 갈등을 피하고 평화롭게 공존하자는 적극적 의미로 사용하는 것이다. 그러므로 이념적인 의미보다는 구체적 실천 방식을 의미한다. 본 소고는 ‘다문화주의정책’을 고안하고 실시했던 북미와는 여러 측면에서 차별되는 프랑스 ‘상호문화주의’의 역사적 철학적 배경을 검토하여 하나의 참조점으로 삼고자 하였다. 프랑스는 긴 식민 정복과 통치의 역사 속에서 타문화에 대한 관용정신을 중요한 덕목으로 생각하고 있는 국가이다. 그러나 문화적 소수자들의 권익을 위하여 차이를 적극적으로 드러나게 하고 법적으로 그 권리를 보장하게 하는 북미의 “긍정적차별”에는 동조하지 않고 있다. 개인의 자유와 평등에 위배될 뿐 아니라 공동체들 간의 갈등을 유발하여 사회 통합을 해치게 된다고 생각하는 것이다. 이들이 사회분열을 막고 소수자를 보호하기 위하여 제안하고 있는 방식은 “상호작용, 교환, 장애제거, 연대의식”을 사회 구성원들에게 함양하는 “상호문화적 활동”이다. 이것은 프랑스뿐 아니라 자국 영토 내 많은 이민자들이 살고 있는 독일과 영국 등 대다수 유럽 국가들의 입장이라고 할 수 있다. 최근 유럽 국가들의 동향은 그러나 “상호문화주의”가 한계점을 드러내고 있는 것처럼 보인다. 이민에 반대하는 국민 여론을 의식한 정치권에서 자신들의 정책이 실패했음을 선언하고 있으며, 타문화에 적대적 조처들을 취하고 있기 때문이다. 앞으로의 대안은 어떤 것이 될 런지 주시할 필요가 있을 것이다.

영문 초록

Multiculturalism, not an ideology but a doctrine, is a policy finding a way to harmonize different languages and cultures peacefully. This paper attempts to provide information about the philosophical and historical background of French Intercultural activities and the actual situation of France as a reference. France is a country where they have much pride in itself due to its tolerance on multiple cultures and languages. This feature has been deeply-rooted by colonization history and the system of accepting political exiles. France does not adopt a multicultural policy like the U.S. or Canada. They refuse to embrace North American’s ‘Positive Discrimination’, grouping minorities, expressing their cultural gap from the place where they live and protecting their own rights in the eyes of law. If a government gives privilege because of minorities’ disadvantage, almost all communities will insist on having their own benefits and cause a conflict among them, which can result in the chaos of a whole country. The rights of minorities must be respected until the freedom and equality of individuals are not infringed. For this reason, the better ways to preserve them are to enhance the individuals’ tolerance against different cultures and to familiarize the uniqueness of other cultures. Not only France but also other western European countries (e.g. England and Germany) are in the same position. There is a drift among these countries, however, toward maintain this position due to the change of people’s attitude against foreigners, which can result the retrogression of interactionism. We need to focus on their social changes since they stick to the principle of assimilation forcing foreigners to accept the rules of their own society.
