국문 초록

헌법 수정과 선거를 통해 최대 2036년까지 집권할 수 있게 된 푸틴과 3대 세습으로 정권을 물려받고 핵 보유를 헌법에 명시한 김정은의관계 강화가 동북아를 넘어 국제정세에 ‘위협’이라는 불안과 염려가 높아지고 있다. 특히 장기화된 우크라이나 전쟁에서 북한이 러시아와 유엔의 대북제재를 위반하며 무기 거래를 하고 있다는 의혹은 ‘심각하고우려스러운’ 일이 아닐 수 없다. 그렇다면, 북한과 러시아의 관계가 실제 강화된 시기는 언제이며, 그이유는 무엇일까? 본 연구는 북한의 공식문헌을 통해 2012년 김정은이집권하고 푸틴의 집권 3기가 시작된 시기부터 2023년까지의 시기를분석하였다. 첫째, 2014~2015년 북한과 러시아 관계에 미비한 변화가발생했으며 둘째, 2019년 이후 급격한 변화를 확인하였다. 그 결과 북한과 러시아는 공동의 ‘인식’에서 출발하여 공동의 ‘전선’에 동참해, 현재는 공동의 ‘과시’ 단계에서 협력 및 활동하고 있음을 확인하였다.

영문 초록

There is anxiety and concern that the strengthened relationship between Putin, who can remain in power until 2036 through constitutional amendments and elections, and Kim Jong-un, who inherited power through a third-generation hereditary succession and has nuclear weapons specified in the constitution, poses a 'threat' to the international situation beyond Northeast Asia. It's getting higher. In particular, the suspicion that Democratic People's Republic of Korea is trading arms in violation of UN sanctions against Democratic People's Republic of Korea with Russia during the protracted war in Ukraine cannot but be ‘serious and worrisome.’ So, when did relations between Democratic People's Republic of Korea and Russia actually strengthen, and why? This study analyzed the period from 2012, when Kim Jong-un took power and the beginning of Putin's third term in power, to 2023 through Democratic People's Republic of Korea's official documents. First, a slight change occurred in the relationship between Democratic People's Republic of Korea and Russia between 2014 and 2015, and second, a rapid change was confirmed after 2019. As a result, it was confirmed that Democratic People's Republic of Korea and Russia started from a common ‘recognition’, joined a common ‘front’, and are currently cooperating and working at the joint ‘display’ stage.
