국문 초록

본 연구는 민족공동체 통일방안 발표 30년이 지난 현 상황에서 변화된 통일 환경을 살펴보고, 새로운 환경에 부합된 추진전략을 검토하는것이다. 통일 환경의 변화는 네가지를 핵심 변수로 분석했다. 첫째, 통일 협력국 미·중의 패권전쟁이 심화하였다. 둘째, 남북 경제력 격차가증대되어 재원 마련 방안을 정립해야 한다. 셋째, 북한의 핵·미사일 능력 고도화로 이를 통일방안과 연계가 필요하다. 넷째, 역대 정부의 대북정책 및 국민의 통일관에 개인별 시각차가 있다. 이에 따라 민족공동체 통일방안을 발전시킬 요인은 4건으로 논의했다. 첫째, 초강대국 미국이 중국에게 재통일 관련 영향력을 행사하도록협조한다. 둘째, 역사적 선례를 반영하여 미국의 경제협력 예산을 통일비용으로 지원 요청한다. 셋째, 북핵을 통일방안과 연계하여 ‘화해·협력 및 우호단계’로 보완이 요구된다. 넷째, 객관적인 정부의 통일정책을 정립하고, 20~30대의 견해를 정책에 반영할 필요가 있다.

영문 초록

This study examines the changed unification environment in the current situation, 30 years after the announcement of the national community unification plan, and examines promotion strategies suited to the new environment. Changes in the unification environment were analyzed based on four key variables. First, the war for hegemony between the unification partner countries the United States and China intensified. Second, as the gap in economic power between North and South Korea increases, a plan to raise financial resources must be established. Third, with the advancement of North Korea's nuclear and missile capabilities, it is necessary to link this with the unification plan. Fourth, there are individual differences in perspectives on past governments’ North Korea policies and the people’s views on unification. Accordingly, four factors were analyzed to develop the national community unification plan. First, the United States, a superpower, cooperates with China to exert influence on reunification. Second, let's reflect historical precedent and request support from the US economic cooperation budget for unification costs. Third, it is necessary to link the North Korean nuclear issue with the unification plan and supplement it with a ‘reconciliation, cooperation, and friendship phase’. Fourth, there is a need to establish an objective government unification policy and reflect the views of people in their 20s and 30s in the policy.
