국문 초록

김정은 정권이 코로나 팬데믹으로 국경을 봉쇄함과 동시에 취한 조치가 반동사상문화에 대한 강력한 통제였다. 반사회주의·비사회주의행위에 대한 규제를 넘어서 북한 주민들의 행동양식과 언어를 단속하는 데까지 이르고 있다. 이 글에서는 2020년 코로나19 팬데믹 이후 취해지고 있는 김정은 정권의 반동사상문화 통제 상황을 관련 법률과 실제 집행 실태를 중심으로 살펴보고, 이를 토대로 주목해야 할 특징과함의를 도출하면서 북한 정세의 현재를 진단하고 미래를 전망하였다. 김정은 정권의 반동사상문화 통제의 특징에 대한 고찰은 북한 체제의현재와 미래에 대해 많은 것을 고민하게 만들고 있다. 또한 남북관계의악화가 북한 내부에 어떤 영향을 미치고 있는지에 대한 적지 않은 시사점도 제공하고 있다. 특히 김정은 정권이 한류의 유입을 청년들의 사상 이탈과 내부 결속력 약화라는 체제 유지의 중대 위협 요인으로 인식하고 있음을 이해할 수 있었다. 그렇지만 김정은 체제가 반동사상문화통제만으로 청년들의 외부문화 접근을 실효적으로 통제하기는 어려울것이라는 점을 이 글에서는 강조한다.

영문 초록

One of the measures Kim Jong Un's regime has taken in response to the COVID-19 is to tighten control over the culture of reactionary thought. The regime has gone beyond regulating anti-socialist and non-socialist activities to cracking down on the behavior and language of North Koreans. This article examines the Kim Jong-un regime's control of Reactionary Thought and Culture since the 2020 COVID-19, focusing on relevant laws and actual enforcement practices, and draws out key features and implications to diagnose the current state of affairs in North Korea and look ahead to the future. The examination of the characteristics and implications of the Kim Jong-un regime's banning of reactionary thought and culture has left us thinking about the present and future of the North Korean regime. It also provides a number of insights into how the deterioration of inter-Korean relations is affecting North Korea internally. In particular, it is clear that Kim Jong-un's regime recognizes the influx of Korean wave as a major threat to its existence in terms of youth deviation from its ideology and weakening internal cohesion. However, this paper argues that it is unlikely that the regime will be able to effectively control youth access to external culture through the lens of reactionary cultural exclusion alone.
