국문 초록

1941년 12월 8일, 일본군의 점령에 힘입어 왕징웨이 정부는 상하이 전역을 통치하게 되었고, 검열과 선전을 통해 문화 및 문화인을 통제하에 두고자 하였다. 법적 준거와 관련, 1941년 행정원 선전부가 국민정부 출판법을 ‘수정’ 계승하면서 전시하 총동원 체제에 복무하는 일련의 출판법제를 갖추었다. 조직과 관련 장제스 정부 시기와 두드러지는 차이점은 경찰 기관의 역할이 확대되었다는 점이다. 한편 조계의 반환으로 상하이 시정과 경정 체제가 일원화되었고 출판물에 대해서도 통일된 관리 체계를 갖추게 되었다. 잡지와 관련해서는 중앙출판물발행소와 상하이잡지연합회가 새롭게 건립되었다. 이 시기 문화는 전시하 총동원 체제 속에서 국가와 민족을 위해 ‘대동아전쟁’을 완수하고 새로운 상하이와 중국, 나아가 동아시아를 건설하는 시대적 사명을 부여받으며 적극적으로 건설되었다.

영문 초록

On December 8, 1941, as the Japanese occupation gave Wang Jingwei’s government control over the entire Shanghai, it attempted to bring culture and cultural figures under his control through censorship and propaganda. In terms of legal governance, in 1941, the Propaganda Department “revised” and succeeded the Publication Law of Jiang Jieshi’s National Government, creating a set of publication laws that served the wartime total mobilization system. In terms of organization, a notable difference from the Jiang Jieshi era was the expanded role of the police agencies. Meanwhile, the return of the foreign Concessions enabled Wang to unify Shanghai’s municipal and police administration system, which also brought about a unified management system for publications. In the area of magazines, the Central Publication House and the Shanghai Magazine Association were established. During this period, “culture” was actively constructed under the wartime general mobilization system, with the national mission of completing the “Great East Asian War” and building a new Shanghai, a new China, and a new East Asia.
