국문 초록

본 연구는 우리 정부가 학교우유급식 무상지원사업을 우유바우처 지원사업으로 전환하는 정책에 대한 태도가 우유바우처로 구입할 수 있는 품목에 대한 선호에 미치는 효과를 분석하고, 나아가 학교우유급식 경험이 이 둘 간의 관계를 조절하는지를 서열 로짓모형으로 실증분석하였다. 그 분석결과, 우유바우처 전환에 대한 태도는 우유바우처 구매가능 품목 선호에 긍정적인 영향을 미쳤고, 학교우유급식 경험은 우유바우처 구매가능 품목 선호에 긍정적 영향을 미쳤다. 학교우유급식 경험은 우유바우처 전환 태도와 우유바우처 구매가능 품목 선호 간의 긍정적 관계를 약화시키는 것으로 확인되었다. 이러한 결과는 현물방식의 학교우유 무상급식을 바우처 방식으로 전환할 경우 소비자의 선호를 왜곡시키지 않고 선택권을 확장할 수 있다는 점과 우유섭취의 필요성, 올바른 유제품 선택방법 등 학교에서의 우유교육을 강화해 학교우유급식 경험을 긍정적으로 변화시킬 필요가 있음을 시사한다.

영문 초록

This study examines the impact of the government's policy shift from the existing free school milk meal support program to a milk voucher support program on preferences for items purchasable with milk vouchers. Additionally, it empirically investigates whether the relationship between these factors is moderated by the school milk meal experience, using an ordinal logit model. The analysis reveals that a positive attitude toward the conversion to milk vouchers significantly influences the preference for a wider range of items that can be purchased with these vouchers. Similarly, the school milk meal experience positively affects preferences for items purchasable with milk vouchers. However, it also weakens the positive relationship between the attitude toward switching to milk vouchers and the preference for items that can be purchased with milk vouchers. These findings suggest that when transitioning from in-kind free school milk meals to a voucher system, there is a need to positively enhance the school milk meal experience. This can be achieved by reinforcing milk education in schools, emphasizing the ability to expand choices without distorting consumer preferences, highlighting the necessity of milk consumption, and providing guidance on selecting appropriate dairy products
