재난관리의 조직구조와 시스템이 재난관리 성과에 미치는 영향에 관한 연구

국문 초록

본 연구는 재난업무를 담당하고 있는 공무원의 재난관리 인식을 기반으로 재난관리의 조직구조와 재난관리시스템이 예방ㆍ대비ㆍ대응ㆍ복구 단계별 재난성과에 미치는 영향을 실증적으로 검증하였다. 분석결과를 요약하면 재난관리성과의 예방 단계에는 지원, 법·제도, 교육훈련 순으로 영향을 나타냈고, 대비 단계에는 법·제도와 교육훈련, 협력, 지원의 순으로 영향을 보였다. 그리고 대응 단계에는 협력, 공식화, 교육훈련, 법·제도 순으로 영향을 나타냈고, 복구 단계에는 교육훈련, 공식화, 협력, 법·제도, 지원, 집권화 순으로 영향을 보였다. 연구결과는 재난관리성과 향상을 위해 조직구조의 공식화 측면에서 직무수행의 표준화 및 명문화된 매뉴얼을 마련함으로써 대응과 복구 단계를 준비하고, 집권화 측면에서는 재난 수습을 위한 특별재난지역 선포, 복구 자원의 효율적인 운용을 위한 신속한 의사결정과 체계적인 대책 마련이 필요함을 나타내고 있다. 또한 재난관리시스템의 법·제도 측면에서 범정부적 통합적 정책 수립, 기관 및 지역별 연계적인 체계 구축이 필요하고, 중앙부처와 지방자치단체의 재난관리조직 상호 간에 협력 강화가 필요하다. 인적·물적, 재정적 지원 측면에서는 인력 확충, 재정적 지원이 필요하고, 마지막으로 재난관리 업무담당자 교육은 상황을 기반으로 참여형 및 문제해결식 형태로 전환하는 교육훈련 체계의 보완이 요구된다.

영문 초록

The purpose of this study is to empirically address the impact of the structure of the disaster management organization and the disaster management system on disaster performance at each stage of prevention, preparation, response, and recovery. A survey was conducted on 289 public officials in charge of disaster affairs at central ministries and local governments. The analysis results are as follows. First, laws and institutions, support, and education and training factors had a significant positive effect on disaster prevention. Second, laws and institutions, cooperation, support, and education and training factors had a significant positive effect on disaster preparation. Third, formalization, legal and institutional cooperation, and education and training had a significant positive effect on disaster response. Fourth, formalization and centralization, legal and institutionalization, cooperation, support, and education and training had a significant positive effect on the disaster recovery. These findings show that government should establish a standardized and stipulated manual for effective job performance, the command system for the efficient operation of recovery resources and the declaration of special disaster, and a regular venue for communication between the central and local government.
