비선호시설 수용성의 영향 요인 분석

국문 초록

지방자치제도 실시 이후 비선호시설의 입지갈등은 지속적으로 증가하면서 심각한 사회문제로 대두되고 있다. 비선호시설은 국가적으로는 필수적인 시설이지만 해당 시설이 설립되는 특정 지역의 주민은 선호하지 않는 시설로서, 입지 정책에 관한 이해관계자들의 입장이 대립하면서 갈등이 발생하고 있다. 이에 공공갈등을 해결하고 정부의 정책수용성을 높이는 방안에 관한 학문적, 정책적 관심이 증가하고 있다. 이러한 상황에서 본 연구는 비선호시설로서 교정보호시설을 세 유형(교정시설, 보호시설, 법조타운)으로 구분하고, 시설 입지 정책의 수용성에 영향을 미치는 요인을 분석하였다. 설문조사 자료를 활용한 회귀분석 결과, 교정보호시설 수용성 제고를 위해서는 지역의 시설정비, 상권활성화 등의 편익인식을 높이고, 치안불안, 지역 이미지 저하, 재산가치 하락 등의 위험인식을 감소시킴으로써 정책수용성을 높일 수 있었다. 특히 교정보호시설에 대한 직·간접적 시설(이용) 경험이 수용성에 유의미한 영향을 미치고 있어, 기존 시설에 대한 경험을 활성화할 수 있는 방안이 필요함을 제시하였다.

영문 초록

Since the implementation of the local governance, the siting conflict of non-preferred facilities has emerged as a serious social problem as it continues to increase. Non-preferred facilities are essential for the country but residents do not prefer to establish those facilities nearby their houses. As a result, siting conflicts arise as stakeholders' positions on location policy compete. Therefore, there is increasing interest in how to resolve public conflicts and raise the acceptance on government policies. This study categorized correctional facilities as non-preferred facilities into three types (correctional facilities, probation and parole facilities, and legal towns) and analyzed the effects of various factors such as perceived benefits and risks and facility experience on the policy acceptance using survey data. The results showed that the acceptance of correctional and probation & parole facilities can be improved by enhancing benefit perceptions such as regional infrastructure maintenance and commercial revitalization, and reducing risk perceptions such as crime and safety concerns, deterioration of local image, and decline in property values. In particular, as the resident’s experience of correctional and probation & parole facilities has a significant impact on policy acceptance, policies to promote those experiences are needed.
