과학문화 복지 정책설계에 대한 평가와 개선방안 연구

국문 초록

본 연구는 소외계층 대상으로 운영하는 과학문화확산 사업을 대상으로 Howlett의 정책설계 이론을 분석틀로 활용하여 각 사업별 특징을 파악하고 정책적 시사점을 제공하였다. 분석결과, 소외계층 대상으로 운영하는 과학문화확산 사업은 과학문화 격차해소라는 공통의 정책목표를 가지고 운영되었고, 사업의 전달체계는 바우처와 현물방식으로 나뉘었다. 주요 정책행위자로 과학문화 바우처 사업은 타 부처 서비스에 비해 지역과의 연계가 미흡하였으나 두드림 프로젝트(찾아가는 과학관) 및 생활과학교실 사업은 지역과의 연계가 활발하였다. 정책대상 집단은 전달체계의 특징에 따라 과학문화 바우처 사업은 경제적 소외계층, 두드림 프로젝트 사업은 지리적 소외계층을 중점적 대상으로 운영하였고, 생활과학교실은 사업은 경제·지리·사회적 소외계층과 일반국민 모두를 대상으로 운영하였다. 이를 통해 과학문화 소외계층의 확장적 개념화, 과학문화복지 정책대상의 실태 파악, 공급자 중심에서 수요자 중심의 과학문화 복지서비스 제공 확대 등을 제안할 수 있다.

영문 초록

This study uses Howlett's policy design theory as an analytical framework to identify the characteristics of each project and provide policy implications. The results of the analysis showed that the science and culture diffusion projects operated for the underprivileged groups were operated with a common policy goal of closing the science and culture gap, and the delivery system was divided into voucher and in-kind methods. As a major policy actor, the science culture voucher project was less connected to local communities than other ministry services, but the Dooderim Project (visiting science centres) and the Life Science Schoolroom project were more connected to local communities. The science culture voucher programme targeted the economically disadvantaged, the Tapping Project targeted the geographically disadvantaged, and the Life Science Classroom targeted both the economically, geographically, and socially disadvantaged and the general public, depending on the characteristics of the delivery system. Through this study, we proposed an expanded conceptualisation of the underprivileged in science culture, to identify the actual situation of science culture welfare policy targets, and to expand the provision of science culture welfare services from provider-centred to consumer-centred.
