지방소멸대응기금이 인구감소지역 공공서비스 운영 효율성에 미친 영향분석

국문 초록

이 연구는 2022년도에 도입된 지방소멸대응기금이 인구감소지역에서 제공하는 지방공공서비스의 운영 효율성에 어떠한 영향을 미치는지를 실증하고자 하였다. 이를 위해 현시점상 지방소멸대응기금에 대한 자료구득이 가능한 2022년도에 인구감소지역으로 지정된 기초지방자치단체 88곳 전체를 대상으로 2단계 DEA-토빗회귀분석을 수행하였다. 주요한 분석결과로서 우선, 인구감소지역의 지방공공서비스 운영 효율성을 DEA로 분석한 결과, 전반적으로 행정계층별 공공서비스 운영 효율성은 자치구, 시, 군의 순으로 높아졌으며, 특히 인구감소지역 중에서도 행정운영이 비효율적인 지역은 규모의 경제를 달성하지 못하여 생긴 비효율성으로 확인되어, 지방행정체제 개편 등의 구조적 조정이 필요함을 시사하였다. 다음으로, 인구감소지역의 공공서비스 운영 효율성에 있어 지방소멸대응기금 효과를 추정한 결과, 지방소멸대응기금은 통계적으로 유의미한 효과를 나타내지 않은 것으로 분석되었다. 이는 2022년도 기금도입 첫해인 점을 감안하면 시행초기 기금운용상 시행착오와 한계가 주요 원인일 수 있다고 파악하였다. 마지막으로, 인구감소지역의 지방공공서비스 운영 효율성에 영향을 미치는 통제변수로는 인구밀도(+), 지방교부세(+), 단체장득표율(+), 그리고 노인인구비율(-)로 분석되었으며, 이를 바탕으로 인구감소지역의 행정효율성을 제고할 수 있는 시사점을 도출하였다.

영문 초록

This study aimed to empirically examine the impact of the Local Extinction Response Fund introduced in 2022 on the operational efficiency of local public services in areas experiencing population decline. To achieve this, a two-stage DEA-Tobit regression analysis was conducted on all 88 local governments designated as population decline areas in 2022, for which data on the Local Extinction Response Fund were available. As a key analysis result, when analyzing the operational efficiency of local public services in population decline areas using DEA, it was found that overall efficiency in the operation of public services by administrative hierarchy increased in the order of autonomous districts, cities, and counties. Particularly, among population decline areas, regions with inefficient administrative operations were identified to have inefficiencies resulting from failure to achieve economies of scale, indicating the need for structural adjustments such as reforms to the local administrative system. Next, when estimating the effect of the Local Extinction Response Fund on the operational efficiency of public services in population decline areas, it was analyzed that the fund did not show statistically significant effects. Considering that it was the first year of fund implementation in 2022, operational errors and limitations in the initial implementation were identified as major contributing factors. Finally, the control variables influencing the operational efficiency of public services in population decline areas were analyzed to include population density (+), local allocation tax (+), proportion of votes obtained by the head of the local government (+), and proportion of elderly population (-). Based on these findings, implications for improving administrative efficiency in population decline areas were derived.
