광역의회 예산의 효율적 관리를 위한 기관운영 예산 분석을 통한 제도운영 개선방안

국문 초록

본 연구의 목적은 지방자치법 전부개정 이후 경기도 광역의회 사무처 운용예산에 대한 실태분석 사례를 실시하고 광역의회의 효율적인 예산운영 현안 및 이에 상응하는 투명성 및 책임성 제고를 위한 제도적 현안을 검토하여 시사점을 제시하는 것이다. 2022년 새롭게 시행된 지방자치법 전부개정안에서는 지방의회의 인사권 독립을 포함한 자율성 강화와 이에 상응하는 투명성 및 책임성 제고를 제시하고 있다. 실태분석에 따르면 연도별 경기도의회 사무처 예산규모는 매년 증가하는 양상을 나타내고 있다. 그러나 연구 결과에서 지방자치법 전부개정 시행에 따라 지방의회의 인사권 독립 및 자율성 강화와 투명성･책임성 확보 관련하여 지방의회의 신규사업의 추진에 따른 준비가 예산편성 상으로 뚜렷하게 나타나지 않고 있다는 것을 확인해 볼 수 있었다. 해당 회계기간 동안 경기도의회의 예산액이 증가하는 주요 원인으로는 기관운영 관련 경비와 인력운영비, 의회비 등 비용의 증가가 큰 비중으로 나타내는 것을 확인할 수 있다. 따라서 지방자치법 전부개정 시행에 따른 의회운영 투명성 및 책임성 개선을 위해서는 향후 제도적 개선이 필요하다는 의견이다. 추가적으로 광역 자치의회 예산의 실질적인 편성권 독립을 통한 자치의회 예산의 효율적인 운영을 제고하고 자율성 증대에 따라 장기적으로 지방의회 운영 자율성 확대에 따른 투명성･책임성 개선을 위해 제도적 시사점을 제시하였다.

영문 초록

This study mainly provides the reviews of current issues and policy implications for efficient budget operation of provincial legislature, corresponding enhancement of transparency and accountability using a case of the operating budget of the Gyeonggi-do provincial legislature from 2018 to 2022. According to the annual budget report, the budget size of the Gyeonggi-do Provincial legislature has increased gradually in recent years. It could be analyzed that the main reason for the increase in the budget size of the Gyeonggi provincial legislature during the relevant fiscal years is the increase in expenses such as the expenses including institutional operation, human resources, operation costs, and fees. However, with the implementation of the full revision of the Local Autonomy Act, it is not clearly visible in the budget allocation that the preparations for the promotion of new projects by provincial legislatures in relation to strengthening the independence and autonomy of provincial legislatures' personnel rights and securing transparency and accountability. The full revision of the Local Autonomy Act, newly implemented in 2022, proposes strengthening autonomy of local councils(including provincial legislatures), and correspondingly improving transparency and accountability. Therefore, in order to improve transparency and accountability in legislature operations, following the implementation of the full revision of the Local Autonomy Act, independence in the budget planning authority of the provincial legislature is required in the future. In addition, it would be necessary to secure the operation of the system to improve the efficient operation of the budget of local legislatures through actual independence of budget planning rights from province office. It might induce to improve transparency and accountability as local legislatures expand their operational autonomy in the long term.
