국문 초록

우리가 직면하고 있는 재난은 지속적으로 증가하고 다양한 형태로 변화하고 있다. 이에 재난 관리 정책의 핵심 목표는 재난으로부터의 피해 최소화와 효율적인 복구로의 전환으로 변화하고 있다. 본 연구에서는 재난 구호서비스의 핵심영역 및 유형 간의 중요성과 시급성에 대한 우선순위 분석을 실시하여 체계적이고 합리적인 재난 구호서비스 구축 및 운영 방안을 제안하고자 한다. 재난 구호서비스의 영역은 선행연구 검토를 통해 긴급물자 지원, 보건의료 서비스, 심리회복 지원, 경제지원 영역으로 구분하였다. 분석결과는 다음과 같다. 첫째, 자연재난 구호서비스 우선순위 분석결과, 중요성 측면에서는 긴급구호 물자지원이 가장 중요한 영역으로, 시급성 측면에서는 의료서비스 지원이 가장 중요한 영역으로 나타났다. 둘째, 사회재난 구호서비스 우선순위 분석결과, 중요성과 시급성 측면에서 모두 의료서비스 지원이 가장 중요한 영역으로 확인되었다. 셋째, 자연재난과 사회재난 발생시 재난 구호서비스 공급주체로서 지방자치단체의 역할이 상대적으로 중요한 것으로 나타났다. 이상의 연구결과를 바탕으로 다음과 같은 연구의 함의를 제시하였다. 첫째, 재난의 유형에 따라 재난관리정책 수립과 재난 구호서비스 제공이 필요함을 확인하였다. 따라서 재난의 유형과 대응시기에 따라서 맞춤형 재난 구호서비스 제공이 중요하다. 둘째, 신속한 결정이 필요한 재난상황에서 지방자치단체가 재난 구호서비스의 공급주체로서 핵심적인 역할을 수행해야한다. 나아가 효율적인 재난관리를 위해서는 기방정부와 공동체 간의 신뢰를 바탕으로 민관협력 거버넌스가 구축되어야 한다. 셋째, 지속적인 모니터링을 통해 효율적인 재난 구호서비스 제공과 대응성을 강화해야한다.

영문 초록

Disasters are continuously increasing and diversifying in various forms. The primary objective of Disaster Management policies is to minimize damages and to ensure sufficient recovery. This study conducts a priority analysis of the importance and urgency among key areas and types of Disaster Relief Services, aiming to propose a systematic and rational framework for their establishment and operation. Disaster Relief Services are categorized into emergency material support, healthcare services, psychological recovery support, and economic assistance based on a review of previous studies. The analysis yielded the following findings: First, emergency material support emerged as the most critical area in terms of importance in Natural Disaster contexts, while medical service support was identified as most urgently needed. Second, medical service support was crucial in both importance and urgency for Social Disaster scenarios. Third, the study underscored the significant role of local governments as providers of Disaster Relief Services during both natural and social disasters. Based on these findings, the study outlines several research implications: First, it confirms the necessity of adapting Disaster Management policies and relief services according to the specific type of disaster and response timelines. Second, it emphasizes the pivotal role of local governments in making prompt decisions and delivering effective Disaster Relief Services during emergencies. Additionally, establishing civil cooperation frameworks based on trust between governmental and community entities is essential for effective Disaster Management. Lastly, continuous monitoring is recommended to enhance the efficiency of Disaster Relief Services and Response efforts.
