국문 초록

본 연구를 통해 어린이집 원장의 인식과 요구를 심층적으로 살펴봄으로써 영유아보육정책의 쟁점 및 개선의 안정적인 실현을 위한 기초자료를 제공하고자 한다. 지방자치단체의 성공적인 영유아보육의 쟁점 및 개선을 위해서는 현장에서 영유아 및 부모와 매일 마주하고 영유아프로그램을 운영하는 원장들이 설득되는 방향이 필요하다. 이에 교사들이 영유아프로그램 운영에서 어떤 방향을 두고 고민하고 있는지, 어떤 어려움이 있는지, 어떤 부분의 요구가 있는지 등에 대해 목소리를 들을 필요가 있다. 하지만 현재 지방자치단체의 영유아보육정책과 관련된 연구에서 영유아보육의 쟁점 및 개선 연구는 찾아볼 수가 없다. 이에 본 연구는 영유아보육의 쟁점 및 개선에 대한 어린이집 원장의 인식과 요구를 탐색해 보는 질적 연구를 진행하고자 한다. 조사 방법은 포커스그룹면담(Focus Group Interview, FGI)을 통한 의견청취 방법을 활용하였다. 조사 결과, 경산시 관내 어린이집 원장 조사 결과, 조사대상어린이집의 정원충족률은 평균 78.0%로 높은 편이었으며, 어린이집 운영상 어려움에 대해서는 시설 운영에 필요한 재정 충당, 원아 모집, 보육교사 채용, 보조인력 부족 등의 순으로 어렵다고 인식하고 있는 것으로 나타났다. 향후 경산시가 가장 중점적으로 추진해야할 일에 대해 원장들은 우수한 보육교사 유치를 위한 처우개선 지원, 어린이집 보조인력(기존 보육업무 지원인력 및 그 외 업무 지원인력) 확대 지원이 필요하다는 인식을 갖고 있었다.

영문 초록

This study aims to provide a foundation for the stable realization of infant and toddler childcare policy issues and improvements by taking an in-depth look at the perceptions and needs of childcare center directors. In order to successfully address issues and improve infant and toddler childcare in local governments, it is necessary to persuade the directors who run infant and toddler programs and interact with infants and parents on a daily basis. Therefore, it is necessary to hear the voices of teachers about the direction they are thinking about, the difficulties they are facing, and the needs they have in running infant and toddler programs. However, there are currently no studies related to local governments' infant and toddler childcare policies that focus on issues and improvements in infant and toddler childcare. Therefore, this study aims to conduct a qualitative study to explore the perceptions and needs of daycare center directors on issues and improvements in infant and toddler childcare. The research method utilized a focus group interview (FGI) to collect opinions. As a result of the survey of daycare center directors in Gyeongsan City, it was found that the average capacity fulfillment rate of the surveyed daycare centers was high at 78.0%, and that the difficulties in operating daycare centers were perceived as difficult in the following order: financing the facility, recruiting children, hiring daycare teachers, and lack of auxiliary personnel. In terms of what Gyeongsan City should focus on in the future, the directors perceived that it is necessary to support better treatment to attract high-quality childcare teachers and expand the number of childcare center support staff (existing childcare support staff and other support staff).
