신라 上·中代 船府(署)의 정비와 水軍

국문 초록

본고는 신라 상·중대 船府(署)의 업무·성격을 규명하고, 정비과정과 水軍의 관계를 舟楫 行政의 중요도 및 신라가 관리·장악할 해역의 증대라는 관점에서 논의한 것이다. 선부(서)는 상고기의 주즙 행정을 계승하며 발생한 신라 고유의 관청으로 “舟楫事”를 맡았다. 주즙사란 배·水軍(兵船軍)·海運 업무와 이를 위해 필요한 여건을보장하는 업무를 말한다. 선부(서)의 운영은 4시기로 구분된다. Ⅰ·Ⅱ기는 병부의 속사이나, Ⅲ·Ⅳ기는영급 주요 관청인 府로 승격하였다. 이것은 선부(서)가 수군의 군정권을 관리하고신라가 관리할 해역의 활용·유지에 대한 업무를 총괄하는 관청이기 때문이다. 船府는 7세기 중엽의 동아시아·전근대 한국사에서 쓴 배 관리 관청 중 가장높은 격을 갖고 있다. 이것은 선부(서)의 정비과정에 ‘신라의 바다’를 확대해갔던역사성이 반영되었다는 점에서 이해할 수 있다

영문 초록

A purpose of the study is to clarify function and characteristics ofSeonbuseo (船府署), a vice-minister level department for the management ofthe country's ship and Seonbu (船府), the ministry of armed vessels andnavigation in Sangdae and Jungdae period of Silla. Furthermore, it addressesa relationship between their development and naval forces in relation toincrease in importance of naval administration and sea areas managed bySilla. Seonbuseo and Seonbu as the unique government offices succeeded tothe naval administration of Upper-ancient period were in charge of ‘Jujeupsa(舟楫事)’ which includes management of shipbuilding, naval force, andmarine transportation. The offices also provided necessary conditions forthese business. The operational form can be characterized by four phases. Seonbuseowas a subordinate office of Byeongbu (兵部) during the first and secondphases while it was promoted to Bu (府), the main authorities of Ryeong(令) level during the third and fourth. This is because Seonbu was thegovernment office responsible for managing military administration of thenaval forces and utilization and maintenance of sea areas. Seonbu had the highest rank among naval management offices of EastAsian in the mid 7th century or pre-modern Korean history. This can beunderstood in that the historicity of expanding ‘The Sea of Silla’ wasreflected in the development of the administration.
