대형연구시설 기반 혁신클러스터 성공요인에 대한 연구

국문 초록

본 연구는 대형연구시설 기반 혁신클러스터 구축·운영을 통해 지역·국가의 산업육성 및 혁신성과를 도출하는 요인에 대해서 살펴본 연구이다. 혁신클러스터는 지역혁신 및 지역산업 육성에 있어서 실제 혁신의 작동요인 및 네트워크, 상호작용에 대해 살펴볼 수 있는 정책이론이며 실천적 도구이다. 혁신클러스터의 성공요인을 살펴보기 위해 본 연구에서는 ‘동적역량(Dynamic Capabillity)’라는 분석틀을 활용하여 두 나라의 사례를 비교분석하였다. 일본의 도요타 클러스터와 대만의 신주과학단지 클러스터는 방사광가속기를 중심으로 혁신성과를 낸 성공적 사례이며, 분석 결과 다음과 같은 정책적 시사점을 얻었다. 첫째, 지역의 혁신클러스터 작동을 위해서 대형연구시설의 활용정책을 연계한 산·학·연 협력 및 각 혁신주체 역량배양을 위한 다양한 정책을 실행해야 한다. 둘째, 클러스터 작동을 위한 사회적 자산 활용을 위한 협력모델을 발굴·육성해야 한다. 셋째, 대형연구시설을 중심으로 인력교류, 국제협력연구, 혁신적 연구개발지원 등을 위한 정부차원의 별도 자금을 투입, 집중 육성·관리해야 한다. 본 연구는 이러한 시사점을 바탕으로 지역혁신 및 과학기술정책 차원의 시사점을 얻고자 한다.

영문 초록

This study focused on analyzing the factors that derive industrial development and innovation performance in regions and countries through the establishment and operation of innovation clusters based on large research facilities. Innovation clusters are policy theories and practical tools that can examine the operating factors, networks, and interactions of actual innovation in regional innovation and fostering local industries. In order to examine the success factors of innovative clusters, this study compared and analyzed the cases of the two countries using an analysis framework called 'Dynamic Capability'. The Toyota Cluster in Japan and the Shinju Science Park Cluster in Taiwan are successful examples of innovative results centered on synchrotron radiation, and the analysis has obtained the following policy implications. First, for the operation of local innovation clusters, industry-academia-research cooperation linking policies for the utilization of large research facilities should be encouraged, and various policies should be implemented to cultivate the capabilities of each innovative entity. Second, it is necessary to discover and foster a cooperative model of the use of social assets for cluster operation. Third, it is necessary to invest government-level funds for manpower exchange, international cooperation research, and innovative R&D support centered on large research facilities, and to foster and manage the policy. Based on these implications, this study aims to obtain implications at the level of regional innovation and science and technology policy.
