국문 초록

코로나19 감염증 확산, 우크라이나에 대한 러시아의 침공, 탄소중립의 녹색경제 및 디지털 대전환기를 맞으면서 세계 각국은 경제개혁 프레임워크를 짜는 중이다. 안정과 성장을 위한 제도적 정착의 중심에 재정준칙이 있다. 재정준칙이란 예산총액에 대한 수치적 제한을 두고 장기적으로 재정정책을 제어하는 것을 말한다. 국가별 GDP 대비 과도한 국가채무는 그 나라의 신뢰와 국가신인도를 상실하게 됨으로써 세계에서의 입지가 위축될 소지가 크고, 궁극적으로 재정운용의 한계에 봉착하여 금융위기 국가로 전락할 가능성도 있다. 우리나라는 지난 5년간 엄청난 액수의 국가채무 상승을 경험하였고, 그것이 현재와 미래세대에 큰 압박으로 다가올 조짐이 보이고 있다. 재정준칙을 마련함으로써 재정의 지속가능성과 유지가능성을 제고해야 한다. 지방교부금 위주의 재원확보로 운용되는 지방정부도 중앙정부와 마찬가지로 일정한 재정준칙의 틀을 마련하여 운용할 때 재정 수요에 부응하면서 안정적이고 효율적인 지방행정을 영위할 수가 있다. 본 연구는 합리적 재정관리와 함께 재정의 지속성과 유지가능성 제고를 위한 재정준칙 제정에 관해 구명함을 목적으로 한다. 중앙정부처럼 지방정부도 불합리한 재정지출로 발생하는 부채증가의 위험을 제거하고, 합리적 재정관리를 통해 지방행정의 효과성을 제고하는 것이 중요하다. 재정건전성은 국가와 지역발전의 큰 원동력이 될 것이다.

영문 초록

The spread of the COVID-19 infection, Russia's invasion of Ukraine, the green economy for carbon neutrality, and the global shift towards digitization are driving countries around the world to pursue economic reform with frameworks. At the heart of institutional establishment for stability and growth lies the fiscal rule. Fiscal rules refer to numerical limits on total budget amounts, aiming to control fiscal policy in the long term. Excessive national debt relative to a country's GDP can undermine its credibility and national credit-worthiness, potentially diminishing its stature globally and eventually leading to the brink of a financial crisis. Over the past five years, the previous administration experienced a significant rise in national debt, which now looms as a significant burden for current and future generations. There is a pressing need to enhance the sustainability and maintainability of the fiscal framework through the establishment of fiscal rules. Local governments, primarily funded by local grant, should also set up a specific fiscal rule framework like the central government to meet fiscal demands and ensure stable and efficient local administration. This study aims to explore the establishment of fiscal rules to enhance rational fiscal management and promote fiscal sustainability and maintainability. Just like the central government, it's crucial for local governments to eliminate the risk of debt increase due to irrational fiscal spending. Enhancing the effectiveness of local administration through rational fiscal management is more important than ever. It's vital to remember that only the world's top-level fiscal sustainability can serve as the driving force for national and regional development.
