재정지원 일자리사업의 의의와 개선방안

국문 초록

산업화 이후 오랜 기간 동안 고용과 일자리는 시장의 몫이었다. 21세기 들어 ICT기술의 확대발전과 지식기반사회의 급진전으로 고용 없는 성장, 장기적 저성장의 터널 속에서 이제 시장에 일자리를 맡기기에는 한계에 직면하였다. 세계 각국은 많은 재정지원을 통한 일자리사업을 추진하고 있다. 재정지원에 의한 일자리사업 대부분은 사회적경제 영역이나 복지 내지 자활형의 단기적 일자리사업에 치중함으로써 구직자들의 선호도가 높은 시장형 일자리와는 한계가 뚜렷하다. 특히, 수도권 중심의 왜곡된 국토발전으로 인해 수도권에서 멀수록 청년층의 일자리 찾기는 날로 어려워지고 있다. 하지만 재정지원 일자리사업들 대부분에 대해 지방에 거주하는 청년층들의 선호도는 매우 낮다. 본 연구는 OECD에서 제시하고 있는 다양한 재정지원 일자리사업 유형에 관해 정부와 광역시도에서 추진하고 있는 사업들에 대한 실태와 경험(선행연구와 사례)을 분석하여 사업 의의와 특징, 새로운 정의, 문제점과 개선책을 제시하였다. 경남도가 실시하고 있는 시장형 “기업트랙제도”에 관한 특징과 실효성 제고방안을 분석, 제시함으로써 재정지원 일자리사업의 새로운 방안 도입과 시행을 강조함이 연구의 주된 목적이다. OECD 분류의 유형별 재정지원 일자리사업들 대부분은 단기적이고 복지용 수동적 차원인데 반해, 청년층 취업확대를 위한 기업트랙제도는 청년층을 기업에 직접 취업시키는 시장경제지향형이자 능동적 프로그램의 사례이다. 사업시행 과정의 면밀한 분석과 방법 개선을 통해 청년층의 올바른 일자리확대로 이어졌으면 한다.

영문 초록

Employment and job creating area have been undertaken and influenced through market and the principal of market since the industrialization in the 18th century. However, job creation is impossible to depend on free market under the knowledge-based society arising from ICT technology which is so-called growth without employment period or tunnel of long stagnation era. Most countries in the world have commonly carried out job creation task investing public financial support. Such sort of jobs created by financial input holds welfare-type, self-support-type or social market-type and short-term job characteristics. Thus those type of jobs are not preferred to job searchers. Concentration around capital, Seoul and surrounding capital city is deeply intensified, on the contrary, de-concentration far away from capital deepens as years go by in Korea. Thus, such kind of job to young generation in local area relatively have a low preference. OECD have classified and released the types of job creation depending on financial support. Korean government and provincial government have tried to create jobs with several programs due to OECD’s criteria. This study notifies numerous findings: signification, meaningfulness and renewing the definition of job creation though financial support, problems and improvement diagnosis of its policy. This study especially aims at the analysis of the enterprise-oriented job creation track program, that is, supplying market-type jobs to young people which is one of job creating policies performed by Gyeongsangnam-do province. In general, job creating programs suggested by OECD mostly specify passive, for example, having short-term, welfare-type, and social market-type features. But, the enterprise-oriented job creating track distinguishes active labor market policy, as a good case of market economy-type job creating program. Job creating track program should be promoted forward having a careful evaluation and an improving policy.
