국문 초록

본 연구는 도시성장관리정책이 도시경제 성장에 미치는 효과를 지역내총생산(GRDP)와 각 산업별 종사자수로 구분하여 분석하였다. 분석결과 첫째, 도시성장관리정책의 강도가 강해질수록 지역내총생산(GRDP)은 감소하다가 다시 증가하였다. 즉 적정한 도시성장관리정책은 교통혼잡 혹은 지가상승 등의 집적 불경제를 야기 시켜 사회적 비용을 증가시키는 반면에 강한 도시성장관리정책은 집적의 이익이 집적 불경제로 인한 사회적 비용보다 더 커 집적경제가 나타난다고 볼 수 있다. 둘째, 전반적으로 다핵도시는 직접효과를 감소시켜 산업의 생산성을 감소시키는 것으로 나타났다. 셋째, 도시성장관리정책은 제조업중심의 이차산업보다 서비스산업중심의 삼차산업에 긍정적인 영향을 미치는 것으로 나타났다. 따라서 도시성장관리정책은 처음 도입시에는 정책의 적응기간으로 인한 직접불경제가 일차산업과 이차산업의 고용감소로 이어져 지역경제성장이 감소하지만 시간이 흐르고 정책이 강해질수록 정책의 적응으로 인한 집적경제효과가 삼차산업의 고용을 촉진시켜 지역경제성장을 이끈다고 할 수 있다.

영문 초록

This study analyzed the relationship between urban containment policies and urban economies represented by the gross regional domestic product (GRDP) and the number of employment by industries. The analysis showed several significant results. First, when the strength of urban containment polices increased, the GRDP decreased and then increased again. That is, moderate urban containment polices increased social costs because the polices caused agglomeration diseconomies such as traffic congestions and increases in land price. However, strong urban containment polices caused agglomeration economies because the benefits of agglomeration economies is bigger than the costs of agglomeration diseconomies. Second, overall, polycentric cities tended to reduce industrial productivity by reducing the effects of agglomeration economies. Third, the urban containment polices had negative effects on secondary industries and positive effects on tertiary industries. In conclusion, in the initial introduction of urban containment policies, agglomeration diseconomies due to the adaptation period of the policy lead to a decrease in employment in the primary and secondary industries and then the regional economic growth was decreased. However, as time goes by and the policy becomes stronger, the effects of agglomeration economies due to the adaptation of the policy might promote employment of tertiary industries and lead regional economic growth.
