통근·통학 수요예측을 통한 광역교통시설 공급의 타당성 연구

국문 초록

본 연구의 목적은 동해남부선의 두 축인 부산·울산을 생활권으로서의 광역권으로 볼 수 있는지를 두 지역의 통근·통학 수요에 근거하여 살펴본 후, 광역교통시설인 동해남부선의 공급이 타당한 지를 분석하는 것이다. 이를 위해 2005년 인구주택총조사를 사용하여 부산·울산의 통근·통학 행태를 실증적으로 분석하였고, 통계청의 장래추계인구와 선택확률모형을 사용하여 동해남부선의 교통수요를 예측하였다. 실증 분석 결과 부산·울산의 통근·통학권은 서로 다르고, 부산·울산 간 교차 통근·통학률은 미미하였다. 이는 부산과 울산이 생활권으로서의 하나의 광역권으로 설정될 수 없음을 보여주는 결과이다. 시나리오별 통근·통학 수요 추정결과 부산·울산의 통근·통학 인구는 해당지역의 추계인구의 감소와 함께 감소하며, 동해남부선의 광역철도 전환은 부산·울산간 통근·통학 수요의 증가가 비용대비 미미한 것으로 나타났다. 이와 같은 결과로부터 본 연구는 현재의 부산·울산의 광역권 설정과 이에 따른 광역교통시설 공급의 타당성의 근거가 미약함을 설명하였고, 향후 교통정책 수립에 있어 부산·울산 지역의 특성을 고려한 정책이 필요함을 시사하였다.

영문 초록

The present study aims to analyze the feasibility of combining Pusan and Ulsan cities as a metropolitan area to function as a combined living area, and thereof the idea of transforming Donghae-Nabmu Rail line as an inter-metropolitan transportation facilities. We utilize 2005 Korean Census data and projected population data issued by Statistics Korea to analyze commuting patterns, and then forecast commuting demands of Donghae-Nabmu Rail line using Multinomial Logit Model. The results are as follows. First, the commuting area of the residents of each city was spatially contrasted, and inter-city commuting ratio was insignificant. This implies that the two cities are not compatible when combined to a metropolitan area to function as a single living area. Second, according to the scenario-based commuting demand estimation, commuting population of the both cities tends to decrease as the projected population shrinks, and thus the idea of rail road transformation is fragile measure to boost commuting demands. Conclusionally, this study proved the rail road transformation is not feasible, and implies that the transportation policies of the two cities should be drew with the locality reflected.
