MRIO모형을 이용한 아산만권 개발사업의 경제적 파급효과 분석

국문 초록

지역은 주변지역과의 상호 연계 하에서 교류하고 성장한다. 따라서 지역의 개발 사업을 통한 파급효과 분석에 있어서 중시해야 할 점은 지역 간·산업간 연관관계라고 할 수 있다. 즉, 지역의 개발 사업이 가져오는 지역 내의 경제적 효과뿐만 아니라 그로부터 발생되는 지역 간 파급효과 역시 고려되어야 그 분석은 적절한 것이 될 것이다. 이러한 맥락에서 본 연구의 목적은 크게 두 가지로 설정된다. 첫째, 지역의 개발 사업으로부터 유발되는 경제적 파급효과를 분석하기 위한 방법론에 대해 논의하고자 한다. 구체적으로는 당해지역내의 경제적 파급효과뿐만 아니라 타 지역의 산업에 미치는 효과도 추정 가능한 다지역투입산출모형(MRIO:multi-region input-output)에 대한 논의가 이루어진다. 둘째, 구체적인 사례지역을 선정해서 상기에서 검토된 분석기법을 적용해 봄으로써 개발 사업이 지역에 미치는 파급효과를 분석한다. 분석의 대상지는 황해경제자유구역 중 아산만권(평택 포승, 당진 송악, 아산 인주지구)으로 설정한다. 분석의 내용적 범위는 건설효과와 운영효과 두 가지 부문으로 구분된다. 먼저 건설효과의 경우 최종수요는 지구개발 사업이며, 운영효과의 최종수요는 경제자유구역 내 유치된 주요산업의 산업별 부가가치액으로 설정한다. 끝으로 이러한 파급효과의 지역 간 배분을 통해 지역균형발전에의 기여도를 분석한다. 분석결과에 의하면 먼저 아산만권 지구개발의 건설파급효과를 보면 전국의 총생산유발효과는 약 6조 2,468억원, 고용유발효과는 5만 2천여명 규모에 이를 것으로 추정되었다. 경기·충남의 총생산유발효과는 약 3조 8,000억원(전국대비 60.9%), 고용유발효과는 3만 7천여명(전국 대비 71.4%) 규모로 분석되었다. 산업운영효과의 경우를 보면 다음과 같다. 경제자유구역이 완공되어 기업체의 입주가 완료된 이후, 연간 주요 산업의 최종수요액(부가가치액)은 7조 7,126억여원으로 추정된다. 산업유치가 완료된 이후, 산업운영으로 인해 경기·충남으로 파급되는 생산유발효과는 연간 약 22조 규모로 추정되며, 고용유발효과는 연간 약 12.6만 명 규모로 추정되었다. 한편 지역균형발전에의 기여도를 보면 다음과 같다. 먼저, 건설파급효과를 지역별로 배분해 보면 경기 및 충남 자체지역이 전국파급효과의 60.8%를 차지하는 것으로 분석되었으며, 전남지역 및 부산지역, 충북에의 파급효과도 일정 수준 이상인 것으로 나타났다. 산업운영효과를 지역별로 배분하면 경기 및 충남 자체지역에 생산유발효과와 고용유발효과는 각각 전국파급효과의 58.1%와 59.6%를 차지하는 것으로 분석되었다. 수도권과 충청지역에 산업운영으로 인한 생산유발효과가 비교적 균형되게 파급되고, 전남 및 부산지역에도 일정 수준 이상의 파급효과가 유발되는 것으로 나타났다.

영문 초록

The region exchange and grow in the link with surrounding regions. Therefore, the regional and industrial linkage should be emphasized in the analysis of spread effect through regional development. The analysis will be appropriate when not only the economic effect brought by regional development but also spread effect among regions is taken into consideration. In this context, the purpose of this study is set up in the two categories. First, this study will discuss the methodology to analyze economic effect induced by regional development. In detail, this study will discuss the MRIO model which is to estimate not only the economic effect in certain region but also the linkage effect. Second, this study will anlayze the spread effect by development in case region applying the analysis methods that is already considered. The subject regions of analysis is An-san bay area(PyeongTaek, PoSeung, DanJin, SongAk, AhSan, InJu) out of West Sea Free Economic Zone. The analysis scope of contents are divided into construction effect and operation effect. First of all, final demand for construction effect is set up as the district development project. And final demand for operation effect is set up as industrial value-added of major industry attracted into free econmic zone. Lastly, this study will analyze the contribution for the balanced development among regions through the distribution of those spread effect among regions. According the analysis, in case of construction effect of Ah-San bay region, the total expansion effect of production is approximately six trillion two hundred and fourty six billion won. And employment expansion effect is approximately fifty two thousand workers. The total expansion effect of production in Gyeong-gii and Chung-nam province is estimated as three trillion eight hundred billion won(60.9% comparing with nation) and employment expansion effect is estimated as thirty seven thousand workers(71.4% camparing with nation). The industry operation effect is as follows. After the completion of free economic zone and moving in of enterprises, the annual final demand of major industries is estimated as seven trillion seven hundred and twelve billion won. After the attraction of industries, the expansion effect of production through the operation of industry is estimated as twenty two trillion annually and induction effect for employment is estimated as one hundred and twenty six thousands annually.
