국문 초록

[연구목적] 본 연구는 다문화·이주민 국가로의 전환과정에 있는 한국사회 ‘새로운 우리’를 위한 다문화교육 정책 방향 탐색하기 위한 목적으로 수행되었다. [연구방법] 국외 사례 분석을 위해 영국과 싱가포르 정책사례를 수집하여 시사점을 도출하였다. 싱가포르는 아시아 국가이지만 건국 초기부터 다문화사회를 국가정체성을 포섭하고 있다는 점에서, 영국은 근대국가 설립이후 이민자의 대규모 유입으로 인해 국가정체성의 변화를 경험하고 있다는 점에서 사례국으로 선정하였다. [연구결과] 첫째, 싱가포르 정부에서는 다문화사회에 부합하는 시민교육 실행을 위한 노력을 지속적으로 기울이고 있음을 확인하였다. 더불어 공교육을 통해 국가 정체성과 함께 건전한 자문화정체성 확립을 강조하여 문화, 국가, 세계시민정체성을 아우르는 인재상의 구현을 위해 노력하고 있음을 확인하였다. 둘째, 영국사례를 통해 문화, 사회, 언어적 다양화가 가속됨을 직시하여, 막대한 예산을 투입, 범정부 차원에서 청소년의 역량개발을 지원하고 있음을 확인하였다. 또한 청소년의 사회적 역량, 사회적 포용성, 사회참여를 구별하여 단편적인 차원에서 접근하지 않고 통합적으로 접근한다는 점에서 시사점을 얻을 수 있었다. [결론] 다문화·이주민 국가를 대비하는 다문화교육 정책은 문화, 국가, 세계시민정체성을 아우르는 인재상의 구현에서 시작해야 할 것이다. 다문화교육 정책이 이주민을 위한 정책이 아니라 모든 청소년에게 필요한 교육임을 직시하여 범 부처차원에서 협력적, 통합적으로 실행할 필요가 있다. 더불어. 영국정부가 과감한 예산확보, 법령 제정과 체제 정비, 부처 간 협업을 할 수 있었던 것은 다문화교육이 국가의 중차대한 과제임을 자각했기 때문이었음을 유념할 필요가 있다. 다문화·이주민 국가로의 전환의 시점에서 다문화교육 정책의 방향을 새롭게 모색해 가는 노력이 필요하다.

영문 초록

[Purpose] The purpose of this study is exploring the direction of multicultural education policy for the “new us” in Korean society, which is in the process of transitioning into a multicultural and immigrant nation. [Methods]This study collected policy cases from the UK and Singapore and derived implications to achieve the research purposes. As a country located in Asia, Singapore is a meaningful case in that it has incorporated a multicultural society into its national identity since the beginning of its founding, while the UK has been experiencing changes in national identity due to the large-scale influx of immigrants. [Results] First, the Singapore government is continuously making efforts to implement civic education suitable for a multicultural society. Emphasizing the role of public education, efforts are being made to establish individuals’ identity that encompasses cultural, national, and global civic identity. Second, in the UK, diversification is accelerating, and a huge budget is being invested to support youth competency development. It approached youth's social competency, social inclusiveness, and social participation in an integrated manner rather than treating them as different areas or approaching them from a fragmented perspective. [Conclusion]Multicultural education policy is not a policy for immigrants, but rather a core education for all youth, and to implement it cooperatively at the governmental level. It is important to realize that the reason the British government was able to secure a large scale budget, enact laws and reorganize the system, and collaborate among ministries was because it recognized that multicultural education should be a priority for the country. This is why it is important to navigate the new direction for multicultural education policy for South Korea in the era of the transition to a multicultural and immigrant country.
