국문 초록

본 논문은 해방 직후 대한민국임시정부의 통일운동을 다루었다. 1945년 12월 20일경 임정은 건국노선을 확정했다. 그 첫 단계는 각계 인사를 망라한 비상정치회의를 소집해 과도정부를 세우겠다는 것이었다. 따라서 임정의 통일운동은, 비상정치회의라는 회의체에 각계 인사를 참여시키는 제반 활동으로 정리된다. 임정은 우선 각 정당·단체와 교섭했으나 좌익진영과의 이견을 좁히지 못해 1월 5일을 끝으로 통일운동 1단계가 종료된다. 다음으로 5당회의를 소집해 비상정치회의의 예비회의로 기능하도록 하려 했으나, 이마저도 실패해 1월 16일을 끝으로 2단계가 종료된다. 임정은 결국 좌익진영과의 협상을 포기하고 3단계, 즉 일방적인 통보로 비상정치회의 주비회를 소집하기로 결정한다. 임정의 통일운동은 좌익진영의 불참으로 실패하고 말았다. 이는 임정이 건국노선을 이행할 추진력을 상실하는 계기가 되었고, 향후 독자적 활동에 나서지 않고 이승만과 미군정의 ‘정무조직’ 계획에 참여하는 주요 원인이 된다

영문 초록

This paper is about the unification movement of the Provisional Government of the Republic of Korea(PGRK) right after liberation. On December 20, 1945, PGRK finalized the Founding Line. The first step was to establish a transitional government by convening the Emergency Political Council that included people from all political forces. Therefore, PGRK's unification movement is defined as a series of activities to involve all political forces in the Emergency Political Council. On the first stage, PGRK negotiated with political parties and organizations, but failed to narrow down the differences with the left-wing forces, ending on January 5 1946. On the second, PGRK tried to convene a five-party meeting to serve as a preliminary meeting for the Emergency Political Conference, but this also failed, ending on January 16. Finally, PGRK abandoned negotiations with the left-wing forces and decides to convene the Preliminary meeting of the Emergency Political Conference, by unilateral notification. PGRK's unification movement failed due to the lack of participation from the left-wing forces. This was a major reason why PGRK lost the momentum to implement the Founding Line and participated in the “political organization” plan of Syngman Rhee and the U.S. Army Military Government in Korea instead of pursuing independent activities.
