다양성에 기반한 포용복지의 필요성

국문 초록

2022년부터 출범한 윤석열 정부는 포용복지를 앞세웠던 문재인 정부와 다른 ‘약자복지모델’을 제시하면서 복지제도의 변화를 선언하였다. 본 연구에서는 여성주의의 역사적 흐름과 최근의 변화를 통해 선별적 집단화의 결과에 대해 예측해보았다. 여성주의는 일반적으로 1세대 여성주의에서 4세대 여성주의로 나뉘며, 1세대 여성주의는 정치적·경제적 권리의 획득, 2세대 여성주의는 가부장적 사회제도의 철폐, 3세대 여성주의는 교차성 개념을 기반으로 한 다양성을 포용으로 볼 수 있다. 4세대 여성주의는 생물학적 여성을 대상으로 한 선별적 집단화가 이루어지고 있다. 사회복지의 역사적 흐름 역시 유사한 방향성을 보인다. 민주화 이후 노무현 정부까지는 복지권의 분배에 초점이 맞춰져 있었으며, 이명박 정부에서 박근혜 정부까지는 사회복지제도의 전환, 문재인 정부에서는 포용복지 개념을 기반으로 다양성의 포용을 추구하였다. 이에 반해 윤석열 정부는 ‘약자복지모델’이라는 개념을 통해 사회적 약자를 대상으로 한 선별적 집단화가 예상되고 있다. 4세대 여성주의는 혐오와 배제를 기반으로 여성의 정체성을 강화하고자 하지만, 특정경험을 공유하는 여성만을 전제함으로써 수동적 여성성을 스스로 강제하고 있다는 비판을 받는다. 사회복지제도 역시 마찬가지로, 혐오와 배제까지는 아니더라도, 낙인과 소외를 통해 그동안 보편적 복지를 통해 벗어나고자 하던 억압적 실천이 심화될 수 있다. 이에 문재인 정부의 혁신적 포용국가가 아니더라도, 보다 보편적인 범주를 대상으로 하는 보편적 복지가 필요하다.

영문 초록

The Yoon Seok-yeol government, which took office in 2022, declared changes to the welfare system by presenting a “welfare for the vulnerable” that was different from the “Moon Jae-in government,” which put “inclusive welfare” at the forefront. Of course, it is still too early to evaluate the Yoon Seok-yeol government, but it is worth predicting what results the change in welfare philosophy will bring. In this study, we predicted the results of selective grouping through the historical trends and recent changes in feminism. Feminism is generally divided into 1st wave feminism and 4th wave feminism. 1st wave feminism is based on the acquisition of political and economic rights, 2nd wave feminism is based on the abolition of patriarchal social systems, and 3rd wave feminism is based on the concept of intersectionality. Diversity can be seen as inclusion. In contrast, 4th wave feminism is selectively grouping only biological women. The historical trend of social welfare also shows a similar direction. Looking at the Korean government's welfare philosophy, the focus was on the distribution of welfare rights after democratization until the “Roh Moo-hyun administration”, the transition of the social welfare system from the “Lee Myung-bak administration” to the “Park Geun-hye administration”, and the “Moon Jae-in administration” based on the concept of inclusive welfare. pursued the embrace of diversity. On the other hand, the “Yoon Seok-yeol government” is expected to selectively group the socially disadvantaged through the concept of ‘welfare for the vulnerable.’ 4th wave feminism, targeting only biological women, seeks to strengthen women's identity based on hatred and exclusion, but is criticized for forcing itself into the passive femininity it was trying to escape by assuming only women who share specific experiences. Likewise, the social welfare system can intensify the oppressive practices that it has been trying to escape through universal welfare through stigma and alienation, if not hatred and exclusion.
