국문 초록

한국의 저출산 문제는 그 수준과 지속기간 면에서 세계에서 유례를 찾기 힘들 정도로 심각한 수준이다. 본 연구는 저출산의 일반적 원인과 한국의 특수한 원인을 검토하고, 한국정부가 추진중인 저출산 정책 및 해외의 저출산 정책과 효과를 살펴본 후 실현 가능한 대안을 탐색하였다. 본 연구는 저출산 관련 기존 연구와 국내외 정책 사례 검토, 최근의 통계자료를 근거로 저출산 현상의 원인이 되는 경제적 요인과 문화적 요인들을 확인하고, 정책 방향으로 가족 관련 정부지출의 확대, 경쟁압력과 불안의 완화, 저출산에 대한 문화적 접근을 제안한다. 마지막으로 본 연구는 한국의 초저출산 현상은 경제적, 사회･문화적, 정책･제도적 요인이 복합적으로 작용하는 문제이므로, 단기간에 그 효과를 기대하기보다는 일관되고 지속적인 저출산 정책을 통해 신뢰성을 확보할 필요가 있음을 강조한다.

영문 초록

South Korea's declining fertility rate is unparalleled in the world in terms of its level and duration. This study examines the general causes of the declining birthrate and the specific causes of Korea's declining birthrate, and explores the effectiveness of the Korean government's declining birthrate policies and those of other countries, as well as possible alternatives. Based on existing research on fertility, a review of domestic and international policy cases, and recent statistical data, this study identifies economic and cultural factors that contribute to the declining fertility rate, and proposes policy directions that include increasing government spending on family-related programs, reducing competitive pressures and anxiety, and a cultural approach to fertility. Finally, this study emphasizes that Korea's lowest-low fertility rate is a result of a combination of economic, socio-cultural, policy, and institutional factors, and therefore, it is necessary to secure credibility through consistent and sustained fertility policies rather than expecting short-term effects.
