시민의 환경문제 인식이 정부 기관에관한 인식에 미치는 영향

국문 초록

이 연구에서는 시민의 환경문제에 관한 인식이 정부의 미세먼지 대처뿐만 아니라, 정부 기관에 관한 인식에 어떠한 영향을 주는지 규명하고자 하였다. 그리고 이러한 시민의 인식에 변화를 주기 위해 정부 인사관리가 어떤 방향으로 나아가야 할지 시사점을 도출하였다. 이를 위해 이 연구는 서울 시민을 대상으로 미세먼지에 관한 견해와 정부 기관에 대한 인식에 관해 설문조사를 실시하였다. 분석의 결과, 미세먼지에 대한 부정적 감정과 느낌이 강할수록, 정부의 미세먼지 대처에 대한 인식이 부정적인 것으로 나타났으며, 미세먼지에 대한 위험 인식이 강할수록, 정부 기관에 대한 인식이 부정적인 것으로 분석되었다. 이러한 결과는 중요 환경 이슈에 관한 시민의 인식이 부정적이라면, 관련 정책, 더 나아가 정부 기관에 대한 전반적인 인식(평판, 잘 운영되고 있는지의 여부, 공정성, 윤리성, 객관적인 정책 결정 등)이 부정적일 수 있음을 보여준다. 따라서 정부 기관은 환경문제에 관한 정확한 정보를 시민에게 제공해야 하며, 이러한 전문적인 정보를 제공하기 위해서는 정부 기관 내에서 직원들의 전문성이 높이는 방향으로 인사관리가 이루어질 필요가 있다.

영문 초록

In this study, I sought to determine how citizens' awareness of environmental issues affects not only the government's response to particulate matter, but also their awareness of government agencies. In order to change the perception of citizens, implications were drawn on what direction government personnel management should take. To this end, this study conducted a survey of Seoul citizens regarding their views on particulate matter and their perceptions of government agencies. As a result of the analysis, the stronger the negative emotions and feelings about particulate matter, the more negative the perception of the government's response to particulate matter, and the stronger the risk perception of particulate matter, the more negative the perception of government agencies. These results empirically demonstrate that if citizens' perception of important issues is negative, the overall perception of related policies and public organizations (reputation, whether well-run, fairness, ethics, objective policy decisions, etc.) can be negative. Therefore, public organizations must provide accurate information on environmental issues to citizens, and in order to provide such professional information, personnel management needs to be conducted in a way that increases the expertise of employees within public organizations.
