민간택지 분양가 상한제 시행의 외부효과에 관한 연구

국문 초록

본 연구는 2019년 12월부터 분양가 상한제가 적용된 경기도 하남시, 광명시 그리고 과천시를 대상으로 분양가 상한제 실시가 인근 주택시장 재고 주택가격에 미치는 외부효과를 분석하고자 하였다. 분석방법은 사용된 자료의 특성을 고려하여 패널분석을 사용하였고 분양가상한제의 정책효과를파악하기 위해 이중차분법을 적용하였다. 분석도구는 패널분석에서 가장 효율적인 분석툴로 인식하고있는 오픈 통계패키지 R을 활용하였다. 분석결과 하남·광명·과천시를 포함한 전체 모형의 경우 인근 주택시장의 가격은 분양가 상한제실시 이후 인근 재고주택가격을 안정화시키는 효과가 있는것으로 나타나, 분양가 상한제는 외부효과가있는 것으로 분석되었다. 한편, 경기도 세 지역에 적용된 분양가상한제 시행은 과천시를 제외한 하남시와 광명시의 재고주택가격 하락시키는 효과가 있는 것으로 분석되었다. 분양가상한제 당초 취지대로작동할 수 있도록 제도적인 보완을 위한 정책제안은 다음과 같다. 첫째, 필수적 지출 비용에 대한 분양가 반영이 필요하다. 둘째, 원자재비용 인상 등 기본형 건축비에 대한 탄력적 적용이 필요하다. 셋째, 현행의 아파트 청약제도 변경이 필요하다

1. CONTENTS (1) RESEARCH OBJECTIVES This study attempted to analyze external effects on Hana Mimi, Gwangmyeong City, Gwangmyeong-si, Gwangmyeong-si, Gwangmyeong City and Gwacheon City, and Gwacheon City, Gyeonggi-do Province. (2) RESEARCH METHOD Panel analysis was used as the analysis method in consideration of the characteristics of the data used, and the double-difference method was applied to understand the policy effect of the sale price ceiling. The analysis tool utilized the open statistical package R, which is recognized as the most efficient analysis tool in panel analysis. (3) RESEARCH FINDINGS As a result of analysis, the total model, the price of nearby housing market, light, the price of the nearby housing market has been analyzed that there is an external effect of stabilization housing prices, and the upper limitations. 2. RESULTS According to the analysis, the implementation of the ceiling on the sale price applied to the three regions of Gyeonggi-do has the effect of lowering inventory housing prices in Hanam and Gwangmyeong, excluding Gwacheon. Policy proposals for institutional supplementation so that the sale price ceiling can operate as originally intended are as follows. First, it is necessary to reflect the sale price for essential expenditure costs. Second, it is necessary to flexibly apply basic construction costs, such as increasing raw material costs. Third, it is necessary to change the current apartment subscription system
