국문 초록

본 연구의 목적은 사회복지 정책 분석틀과 서비스 전달체계의 원칙에서 제시된 변수를 중심으로 사회서비스의 공공성을 평가할 수 있는 분석모형을 구성하고, 발달장애인 돌봄 및 지원정책의 공공성 실현이 잘 이루어지고 있는지를 분석하는 데 있다. 본 연구에서는 공공성의 차원을 크게 주체, 과정, 내용 차원으로 구분하고, 발달장애인 지원정책의 각 차원별 공공성 실현 정도를 분석하였다. 본 연구의 분석결과, 발달장애 국가책임제 실현과 지역사회 통합돌봄이라는 정책 패러다임 속에서 각 차원별 공공성 정도는 제도적 변화에도 불구하고 상당한 한계가 있는 것으로 나타났다. 향후 발달장애인 지원 정책의 공공성 구현을 위해서는 발달장애인 개인별 사례관리에 기반하여 다양한 욕구 반영과 서비스 접근성이 보장되어야 하며, 서비스 전달체계의 통합성과 효율성 및 책임성이 담보되어야 할 것이다.

영문 초록

This study constructs an analytical model to evaluate the publicness of social services focusing on the variables presented in the social welfare policy analysis framework and the principles of the service delivery system, and analyzes whether the publicdess of care and support policies for people with developmental disabilities is being well realized. In this study, the dimensions of publicness were largely divided into subject, process, and content dimensions, and the degree of realization of publicness in each dimension of the support policy for people with developmental disabilities was analyzed. As a result of this study's analysis, it was found that within the policy paradigm of realizing a national responsibility system for developmental disabilities and integrated community care, the degree of publicness at each level has significant limitations despite institutional changes. In order to implement the publicness of future support policies for people with developmental disabilities, diverse needs should be reflected and service accessibility should be guaranteed based on individual case management of people with developmental disabilities, and the integration and accountability of the service delivery system should be ensured.
