경기도 지방재정 운용효율성의 변화추이와 영향요인 분석

국문 초록

이 연구는 지방재정운용 효율성에 대해서 경기도 기초자치단체를 중심으로 실증분석을 실시하였다. 우선, DEA Malmquist분석에서는 지방재정운용 효율성이 2011년부터 2019년까지 점차 증가하고 있는 것으로 나타났다. 특히, 시 자치단체는 재정운용 효율성 지수가 점차 증가하고 있으나, 군 자치단체의 재정운용 효율성 지수는 점차 둔화되고 있으며, 경기도 남부지역이 북부지역보다는 재정운용 효율성이 다소 높은 것으로 나타났다. 재정운용 효율성에 영향을 미치는 요인으로는 지방세 규모가 안정적인 기초자치단체에 재정운용 효율성이 높은 것으로 나타났다. 반면에 기초자치단체의 중앙부처 및 상급정부의 의존재원 비중이 높고, 단체장의 정치이념이 진보적일수록 재정운용 효율성이 떨어지는 것으로 나타났다. 분석결과, 이 연구의 정책시사점을 요약해보면 1) 지방소비세 도입 등 2010년 이후 진행된 지방세제 개편으로 시간이 지남에 따라 경기도의 재정운용 효율성이 점차 향상되었으며, 2) 경기도 북부지역의 재정운용 효율성이 다소 떨어지는 이유는 보조금 사업유치로 인한 재정압박이 작용했으며, 3) 비교적 재정여건이 안정적인 기초자치단체가 재정운용 효율성이 높게 나타났다.

영문 초록

In this study, an empirical analysis was conducted on the efficiency of local financial management, focusing on local governments in Gyeonggi-do. First of all, the Malmquist Productivity Index showed that the efficiency of local financial management was gradually increasing from 2011 to 2019. In particular, the fiscal management efficiency index of city governments is gradually increasing, but the fiscal management efficiency index of county governments is gradually slowing, and the southern part of Gyeonggi-do is somewhat higher than the northern part. The fiscal management efficiency was observed to be elevated in local governments characterized by stability of local tax revenue. On the other hand, as a factor that negatively affects, the proportion of dependent resources of central and higher governments of local governments is higher, and the more progressive the political ideology of the head of the organization, the less efficient the fiscal management. In summary, 1) the efficiency of fiscal management in Gyeonggi Province has gradually improved due to local tax reforms, such as the introduction of local consumption taxes, implemented since 2010. 2) The reason why the northern part of Gyeonggi-do Province is somewhat less efficient in fiscal management was due to fiscal pressure from attracting subsidy projects. 3) It was found that local governments with relatively stable fiscal conditions have high fiscal management efficiency.
