함수모형 기반의 고등교육재정 적정 규모 추정

국문 초록

본 연구는 2008년부터 2021년까지 대학의 공시자료를 활용하여 고등교육재정의 적정 규모를 탐색적으로 추산하는 데 목적이 있다. 이를 위해 미시데이터를 활용해서 대학의 적정교육비를 추정하는 방안을 구안하고 시뮬레이션을 통해 대학의 적정교육비를 추정하였다. 적정교육비 산출 방법으로 준거집단 설정, 측정지표 선정, 단위비용 산출, 적정교육비 규모 산출 등 네 단계를 제안하였으며, 중앙일보 대학평가 상위 40개 대학을 준거집단으로 설정하고, 회귀분석을 통해 분석 대상인 117개 대학의 적정교육비 규모를 산출하였다. 분석결과, 대학의 적정교육비 규모는 적게는 19조 8,627억 원에서 많게는 33조 7,869억 원으로 나타났다. 이는 현재의 대학의 교육비 규모인 19조 1,146억 원보다 최소 7,480억 원에서 최대 14조 6,722억 원 가량이 추가적으로 더 필요할 수 있음을 보여준다. 이상의 분석결과를 토대로 적정교육비 개념에 부합하는 교육비용 활용, 대학 교육의 적정성에 관한 개념적 논의 및 사회적 합의 필요, 실제교육비와 적정교육비 간 차이를 보정하는 방안 마련 등 대학의 적정교육비 추정 과정에서 고려해야 할 몇 가지 시사점을 제안하였다.

영문 초록

The purpose of this study is to estimate the adequacy of higher education financing using publicly available data from universities from 2008 to 2021. For this purpose, we devised a method to estimate the appropriate cost of education by utilizing the public data of universities and estimated the appropriate cost of education through simulation. We proposed four steps to calculate the appropriate cost of education. The steps are as follows Establishing a reference group, selecting measurement indicators, calculating unit costs, and calculating the scale of affordable education costs. The top 40 universities in the JoongAng Ilbo university evaluation results were set as the reference group. Then, through regression analysis, we calculated the scale of affordable education costs for the 117 universities analyzed. The results of the analysis are as follows The optimal amount of funding for universities ranges from a minimum of KRW 19.8627 trillion to a maximum of KRW 33.7869 trillion. A maximum of KRW 14.6722 trillion is needed over the current KRW 19.1146 trillion for universities. Based on the results of the analysis, we propose implications that should be considered in the process of estimating the affordable cost of university education. These include the use of education cost data appropriate to the concept of affordable education, the need for discussion and social consensus on the affordability of university education, and the need for measures to correct the difference between actual and affordable education costs.
