소득재분배정책은 소득 불평등을 완화하는가?

국문 초록

본 연구는 소득 불평등을 완화하기 위한 국가의 개입인 소득재분배정책의영향을 확인하기 위한 목적을 가진다. 본 연구의 목적을 달성하기 위해OECD, World Bank, WID 등 다양한 기구에서 제공하는 데이터를 취합하여33개국의 18년으로 이루어진 패널데이터를 구성하였다. 해당 데이터를 활용하여 동태적 패널모형의 차분적률법을 통해 소득재분배정책과 소득 불평등 간의 관계를 확인한 결과는 다음과 같다. 첫째, 현금급여 지출은 소득 불평등을 완화하는 것으로 나타났다. 둘째, 직접세 및 간접세와 현금급여 지출의 상호작용은 소득 불평등을 완화하는 것으로 나타났지만 통계적으로 유의미하지 않았다. 셋째, 직접세와 현물급여 지출의 상호작용은 소득 불평등을 심화시키는 것으로 나타났다. 이와 같은 주요 분석 결과를 토대로 향후 소득 불평등을 완화할 수 있도록 기존 사회보장정책의 개선 및 새로운 사회보장정책의 제안과 사회보장정책 및 조세정책의 관계를 고려한 소득재분배정책의 방향성을 제안하였다.

영문 초록

The purpose of this study is to determine the impact of income redistribution policy, which is a government intervention to alleviate income inequality. To achieve the purpose of this study, data provided by various organizations such as OECD, World Bank, and WID were collected to form panel data consisting of 17 years of 33 countries. The results of confirming the relationship between income redistribution policy and income inequality through the differential moment method of the dynamic panel model using the relevant data are as follows. First, cash benefit spending was found to reduce income inequality. Second, the interaction between direct and indirect taxes and cash benefit spending was found to reduce income inequality, but was not statistically significant. Third, the interaction between direct taxes and in-kind benefit spending was found to deepen income inequality. Based on these key analysis results, we proposed improvements to existing social security policies, proposals for new social security policies, and directions for income redistribution policies that take into account the relationship between social security policies and tax policies in order to alleviate income inequality in the future.
